Title: Senior Procurement & Logistics Manager

How will you fight for an AIDS-free generation? 

The Senior Procurement Manager is responsible for overseeing and optimizing all aspects of procurement and supply chain management within EGPAF. This includes developing procurement strategies, managing supplier relationships, ensuring compliance with EGPAF procurement policies and regulations, and achieving cost-efficiency and quality in all procurement activities. The Senior Procurement Manager will play a key role in the organization's financial performance and operational effectiveness.

No two days are alike at EGPAF, but what can you expect as a Senior Procurement Manager? 

1. Procurement Strategy Development:

  • Develop and implement comprehensive procurement strategies aligned with the EGPAF’s goals and objectives.
  • Identify opportunities for cost savings, quality improvement, and supply chain efficiency.
  • Ensure that procurement strategies support sustainable and sourcing practices.

2. Supplier Management:

  • Identify, evaluate, and select suppliers based on quality, cost, reliability, and performance criteria.
  • Negotiate contracts, terms, and conditions with suppliers to achieve favourable terms for the organization.
  • Maintain strong relationships with suppliers, monitor performance, and address any issues or concerns.

3. Compliance and Policy Adherence:

  • Responsible for developing and implementing procurement policies and creating an environment in which purchasing is effective and efficient.
  • Ensure that all procurement activities comply with the EGPAF’s procurement policies and procedures.
  • Understand and adhere to various types of procurement compliance processes and be abreast about relevant laws and regulations related to procurement.
  • Establish and maintain a transparent and fair procurement process.

4. Cost Control and Budget Management:

  • Develop and manage procurement budgets, monitor expenditures, and identify opportunities for cost control and savings.
  • Implement cost-effective procurement practices without compromising quality.
  • Conduct regular cost analyses to track procurement performance.

5. Quality Assurance:

  • Collaborate with stakeholders to establish and maintain quality standards for procured goods and services.
  • Implement quality control measures to ensure that products and services meet organizational requirements.

6. Inventory Management:

  • Oversee inventory management processes to maintain optimal stock levels and prevent shortages or excess inventory.
  • Implement inventory control measures to minimize waste and ensure timely availability of supplies.

7. Logistics and Supply Chain:

  • Optimize the logistics and supply chain operations, including transportation, warehousing, and distribution.
  • Ensure efficient and timely delivery of goods to support organizational activities.

8. Risk Management:

  • Identify and assess procurement-related risks, develop risk mitigation strategies, and monitor risk factors.
  • Ensure business continuity by addressing potential disruptions in the supply chain.

9. Team Leadership and Development:

  • Lead and manage the procurement team, providing guidance, coaching, and mentorship.
  • Monitoring and evaluating the performance of procurement officers
  • Promote professional development and skill-building among team members.

10. Reporting and Analysis:

  • Prepare regular reports on procurement activities, cost analyses, supplier performance, and compliance.
  • Analyse procurement data to identify trends, opportunities, and areas for improvement.

To be successful, you will have: 

  • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field. Master's degree will be an added advantage.
  • Minimum of 10 years of progressive experience in procurement and supply chain management, with 5 years in a leadership or management role.
  • Strong knowledge of procurement best practices, regulations, and compliance requirements.
  • Experience in procurement within International NGOs in health sector is highly desirable.
  • Understanding and experience with USG procurement and logistical regulations.
  • Excellent negotiation, communication, and interpersonal skills.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Commitment to the organization's mission and values

Bonus points if you have: 

  • Certification in procurement or supply chain management (e.g., CIPS, CPSM) is an advantage.
