Lawrence Berkeley National Laboratory (LBNL), The Office of the CFO (OCFO) has a full-time career opportunity for a Business Systems Analyst-Functional. Reporting to the Manager of Business Systems Analysis and working closely with functional users and IT developers, this position will independently address and resolve business and technology problems of diverse scope related to Lab’s PeopleSoft Financials and Supply Chain applications and related processes,preferably in “Procure to Pay’ lifecycle (Procurement, Receiving, Accounts Payable, Project Costing and General Ledger) and Travel & Expense. This position will contribute to and/or lead system implementations, enhancements, upgrades and user support.

As a Senior Analyst in our Business Systems Analysis team, working under broad, general direction, this position contributes to OCFO Business Systems initiatives and problems of diverse complexity and scope. This position is a key contributor to systems enhancement and maintenance tasks like troubleshooting system problems, testing fixes, responding to help desk tickets, and assisting users with complex query and data analysis issues, makes contributions that are critical to successful business operations, and may coordinate activities of other cross functional team members. This position uses and applies business principles and concepts along with knowledge of technology to troubleshoot and make recommendations for solving business process and technology issues, and exercises judgment within generally defined practices and policies in selecting creative methods and techniques for obtaining solutions. This position takes initiative in solving complex problems where analysis of situations or data requires an in-depth evaluation of various factors. This position acts as a key point of contact and liaison between the functional system users and IT software engineers in troubleshooting and resolving systems problems, and providing status updates to stakeholders

Essential Duties & Responsibilities

  • Project participation: As a member of project teams, execute components of complex business systems projects. Contribute to the definition of purpose, scope, deliverables, and timelines. Provide regular progress updates to the project team. Contribute to the development and execution of test cases and scripts
  • Implementations, Upgrades and Enhancements: Prepare, coordinate and execute test plans to validate system changes and communicate the results of testing including required corrective actions to the system owner and IT group as appropriate. Contribute to the reconciliation, validation and acceptance of transactional data conversions during system upgrades and new system implementations
  • Production Support: Troubleshoot system problems of diverse complexity and scope. Review and respond to OCFO systems Help Desk tickets created by system users. Coordinate activities with other business systems analysts, functional users and IT software engineers to analyze, test and resolve issues. Monitor scheduled batch processes, review warning notifications and take corrective action where necessary. Assist users in building or troubleshooting complex queries. Contribute to on-going communication between system owners, IT and users on the status of system problems and requests. Provide business systems support to key business processes including monthly and annual fiscal closes
  • User profiles and system access: Take a lead role in conducting periodic system access reviews to validate user role assignments for OCFO systems. Provide primary support in maintaining user profiles including account reactivation, updating access role assignments etc. in line with the established system security policy and protocols

In addition to the above, as a Principal Business Systems Analysts this position will work under minimal direction and be a significant contributor for developing solutions to highly complex business and related technology problems. This position will manage and/or lead project teams, oversee the timely execution and completion of business systems projects including process analysis and automation, requirements validation, defining project scope, deliverables, and timelines, and provide senior management regular updates on project status, issues and risks/mitigations.

Additional Duties & Responsibilities for a Principal Analyst

  • Project management: As a key member of and contributor to project teams, play a lead role on projects executing significant components of complex OCFO systems projects and, where required, performing as the project manager. Contribute to the definition of purpose, scope, deliverables, and timelines. Provide regular progress updates to OCFO management
  • Process analysis and automation: Provide specialized advice regarding effective use of technologies and innovative approaches to achieving business objectives with information technologies. Conduct business process analysis and identify process automation opportunities. Analyze and map current state/future state processes. Work closely with IT to develop and recommend feasible solutions that are customer focused, efficient and cost effective
  • Implementations, Upgrades and Enhancements: Acting in a project manager and/or lead role, review, evaluate and make recommendations regarding requested changes to OCFO systems to ensure consistency with strategic business objectives. Working closely with business partners, identify, analyze, communicate, document and validate business systems requirements and functional designs, conduct fit-gap and feasibility analyses. Develop and manage project plans for the design, testing and implementation of system changes/upgrades including identifying tasks, resource scheduling, coordination and communication including routinely reporting project status to management. Plan and coordinate assurance/acceptance testing of new system functionalities, system setup and configuration, validate the conversion of transactional data and make recommendations for system acceptance

Position Requirements for a Senior Analyst

Required

  • A minimum of 8 years of relevant experience and Bachelor’s degree in Accounting or related field; or 6 years of relevant experience and Master’s degree in Accounting or related field; or equivalent experience.
  • Experience in financial and cost accounting.
  • Recent experience making significant contributions to major systems projects including developing and conducting system testing and validating data conversions.
  • Prior experience supporting time-critical business processes, providing system production support including responding to help desk tickets and monitoring and troubleshooting batch processes, and maintaining system setup and configurations.
  • Experience querying and analyzing complex transactional data including creating queries and using Excel pivot tables.
  • Demonstrated experience in analyzing complex process issues and working with IT to troubleshoot system problems.
  • Ability to organize and prioritize multiple work assignments and meet deadlines
  • Ability to work independently and identify solutions to non-standard requests and problems
  • Strong analytical and problem solving skills and analyzing and resolving problems of diverse complexity and scope
  • Effective interpersonal and communication skills and able to facilitate communication between functional and technical staff
  • Professional certification or advanced education in project management or management information systems

In addition to the above, a Principal Business Systems Analyst will be expected to have a minimum of 12 years of relevant experience and Bachelor’s degree in Accounting or related field; or 8 years of relevant experience and Master’s degree in Accounting or related field; or equivalent experience and the following experience, knowledge, skills and abilities

  • Experience demonstrating independent judgment, creativity and initiative in analyzing and resolving complex problems and advanced skills in analyzing complex business process and financial transaction data.
  • Strong experience supporting time-critical business processes such as monthly, quarterly and annual fiscal closes; providing system production support including responding to help desk tickets and monitoring and troubleshooting batch processes, and maintaining system setup and configurations
  • Ability to make appropriate and well-reasoned recommendations and decisions in support of system users and stakeholders.
  • Ability to organize and prioritize multiple work assignments and meet deadlines
  • Strong knowledge of and experience applying project management principles to organize and plan work including identifying deliverables, tasks, milestones, timelines and resources. Experience in leading cross-functional teams, tracking assignments

Preferred

  • Experience using and troubleshooting PeopleSoft financials and supply chain management applications release 9.0 or higher
  • Experience using PeopleSoft Query and SQL
  • Experience with XML, Cognos or similar BI tools
  • Experience working with bolt-on or highly customized financial applications
  • Experience working for a large, Federal direct- and grant-funded research organization
  • MBA or advanced education in systems, accounting, or project management
  • Professional certification in project management or management information systems

Notes:

  • This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
  • Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. 
  • The budgeted annual salary range for the level 3 is $142,500 to $150,500.
  • The budgeted annual salary range for the level 4 is $162,500.00 to $171.500

  • Work will primarily be performed using a full-time telework mode. Work schedules are dependent on business needs.
