The Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.

Broadly, DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

The Associate Energy Engineer, Building Optimization will work within DEM’s Operations Unit, under the guidance of the Senior Program Manager, Preventative Maintenance (“PM”), but in extremely close coordination with DEM’s other units.

The Associate Energy Engineer will be charged with responsibilities including, but not limited to, the following:

1. Project Management | Lead the management of a portion of the PM Program’s portfolio of projects and opportunities, by providing technical expertise that focuses on HVAC equipment and operation and maintenance best practices utilizing data across the buildings’ asset data, buildings’ energy data and buildings’ project data. This technical expertise will occur in the continual management of the RCx projects and the future management of the PM projects for LL97.

2. Performance Management | Monitor, report, and maintain RCx and PM project-level tracking of key metrics including recommended and implemented retro-commissioning measures (“RCMs”). This will also include associated energy, GHG, and cost savings, and any associated measurement and verification (“M&V”) work.

3. Agency Engagement | Support the Senior Program Manager, PM in facilitating RCx and PM correspondence with agencies in the advancement of RCx projects and in the development of a City-wide PM Program.

4. PM Program Expansion + Further Development | Support the Senior Program Manager, PM in the development and execution of an innovative City-wide PM Program that focuses on developing solutions for routine preventative maintenance. For context, developing a robust PM Program may include tapping into the necessary procurement mechanisms, supporting the hiring of a skilled operations and maintenance (“O&M”) workforce, and various other considerations. The goal of the program will be to transition from a primarily retroactive O&M model to a preventative maintenance program, to become the backbone for building optimization.

5. PM Resource Development | Provide technical expertise for all technical PM tools including energy conservation measure calculators, energy visualization dashboards, KPI tracking reports, and M&V templates. Additionally, assist with the development and delivery of training materials that support the PM program.

Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

1. A baccalaureate degree from an accredited college in mechanical engineering and one year of full-time satisfactory experience in mechanical engineering work; or

2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in mechanical engineering.
