Title: Strategic Sourcing Specialist

Location: Arlington, Virginia

Reporting Relationships: This position reports to Manager of Global Category Management

Responsibilities: The Specialist will have responsibility for structuring and supporting categories related to the acquisition of large value, highly complex engineered projects, equipment and associated services related to Power Generation Equipment and Balance of Plants for AES businesses globally. Of importance in responsibilities is the management, in coordination with category leaders in different global regions, of the acquisition process from early stages of strategy development through contract execution.  This role is responsible for ensuring the safe and timely supply of reliable plant equipment and services at optimal Total Cost of Ownership and quality to AES.

Approximately up to 15% of global/national business travel required.

Specific responsibilities include:

  • Coordinate with people across the different global regions and create a cooperative and team effort environment under the governance defined for the category management program
  • Establish and maintain best-in-class procurement processes for new construction projects, major maintenance projects, and technology improvements to exploit the advantages of the global supply base.
  • Develop project specific sourcing strategies including the exploration of alternate sources of supply, the consolidation of requirements across AES businesses, alternative solutions or technologies, cost avoidance, inventory reduction, standardization, low cost country sourcing etc.
  • Manage category – “knowledge”, suppliers, supplier performance, total cost models and market analysis.
  • Forecast and plan category supply requirements w/ AES business units.
  • Assure the optimizations of AES Global leverage (Local/Regional/Global) on behalf of the individual businesses.
  • Develop and maintain a constant and credible relationship with major internal stakeholders at all levels.
  • Generate Standard Terms and Conditions for the provision of Engineering, Procurement and Construction Contracts; Major and Minor Plant Equipment Supply; and Services.
  • Manage the preparation of event-specific sourcing documentation including Requests for Information; Requests for Proposals; Technical, Commercial and Pricing Datasheets; and Special Terms and Conditions.
  • Mitigate AES Business Risk by ensuring the use of comprehensive scope documentation, technical specifications and contract.
  • Develop effective strategies and negotiating complex terms and conditions of supply, specific to the AES’s business requirements.
  • Calculate and analyze the Total Cost of Ownership benefit to AES for both multiple suppliers and alternate scopes of supply including: initial cost evaluation; long-term reliability and availability of plant and equipment; improved efficiency; and lower operations and maintenance costs.
  • Develop and maintain Supplier Relationships with major global suppliers and continuously developing new potential suppliers around the world with special focus on LCCS (Low Cost Country sourcing) in Asia and Latin America.
  • Interact directly with other regional sourcing/supply chain Managers in development and management of enterprise wide sourcing and supply chain strategies
  • Support business on attending to emergency needs especially during major HILP events.
  • Serve as a source of knowledge and experience for the business needs in the region acting proactively on identifying trends, managing risk on major equipments supplies.

Experience and Qualifications: The successful candidate will have a minimum of 3+ years of experience in Power Generation (plant engineering or procurement for a power plant) and/or Integrated Utility. An ideal candidate profile possesses a strong analytical and financial background.  Individuals who have worked in a business operations capacity, having demonstrated success working to develop consensus from diverse opinions in a highly fluid and sometimes ambiguous multi-cultural environment, are encouraged to apply. 

Additionally, qualified candidates should possess:                                                 

  • Strong contract negotiation skills
  • Knowledge and experience with sourcing/procuring power plant/utility equipments, services and construction
  • Experience in developing “Total Cost of Ownership” and other business models
  • Solid computer skills including MS Access
  • Experience in supplier qualification and supplier development
  • Knowledge of SAP MM module (desirable)
  • Knowledge of SAP Ariba (desirable)

Education: Undergraduate degree in Engineering, preferably Mechanical/Electrical Engineering.
