Senior Technical Advisor - Physical Rehabilitation, USAID/Ukraine New Physical Rehabilitation Activity

Management Sciences for Health (MSH) is seeking a Senior Technical Advisor – Physical Rehabilitation for a potential USAID 5-year Physical Rehabilitation project in Ukraine. The purpose of the program is to support physical rehabilitation services in Ukraine to respond to the increased short- and long-term needs of Ukrainians in need, not only as results of the impacts of Russia’s invasion but also to support persons with disabilities, older persons and any other person that would benefit from access to physical rehabilitation and assistive technology (AT) services. They may include additional or future programming related to physical and occupational therapy, prosthetics and orthotics, wheelchair service providers and AT products. A focus on sustainability and providing these services in the future is an essential part of this project. The program will seek opportunities to engage with a variety of partners such as non-governmental organizations, disabled persons organizations, governmental bodies, and the private sector.   

USAID has put forth three objectives for the project: 1) Strengthen national, regional, and local leadership, management and governance capacity related to the physical rehabilitation sector. 2) Increase access to and availability of affordable, quality and sustainable physical rehabilitation services, and 3) Develop community-level services and promote the inclusion and participation of persons with disabilities and their families.

OVERALL RESPONSIBILITIES 

The Senior Technical Advisor will be responsible for technical support for physical rehabilitation activities in the overall project. This will include, but is not limited to, provision of technical support for educational, service delivery, facility development, and quality improvement aspects of physical rehabilitation in Ukraine. S/he will be responsible for ensuring the high quality of physical rehabilitation activities while focusing on sustainability and integration into the overall health system. 

SPECIFIC RESPONSIBILITIES 

  • Contribute to improve the quality and utilization of physical rehabilitation services related to trauma and chronic disease, including use of assistive technologies. 
  • Assess state of physical rehabilitation service delivery in Ukraine and assist in developing new/revised evidenced-based approaches. 
  • Provide technical assistance to key partners working at various levels, including community levels, in best practices and approaches for management of physical rehabilitation services. 
  • Contribute to monitoring and evaluation (M&E) and strengthening of physical rehabilitation data and data use. 
  • Provide oversight and support for any pilot work related to physical rehabilitation interventions. 
  • Work closely with Ministry of Health (MOH) as well as other governmental partners to build their capacity to better manage physical rehabilitation activities within their respective departments. 
  • Work closely with project staff and Ukrainian partners and stakeholders as plans are developed for sustainable solutions to maintain physical rehabilitation services. 
  • Participate in key, in-country physical rehabilitation working groups and networks. 
  • Liaise regularly with MSH Home Office team. 
  • Coordinate all trainings in physical rehabilitation clinical management and service delivery strengthening. 
  • Contribute to the quarterly and annual report preparations and submission to the country office. 
  • Undertake other responsibilities as assigned by the supervisor, Deputy Chief of Party. 

QUALIFICATIONS

  • An advanced degree at the Master's level or above in Physiotherapy, Medicine, or Rehabilitation Sciences or related field is required. 
  • Previous experience in project management or implementation. 
  • A minimum of 7+ years of work experience in rehabilitation in Ukraine or Eastern European region. 
  • Previous experience with USAID or other USG funded projects is desirable. 
  • Excellent communication, interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners. 
  • Computer literacy; competency with Microsoft Office, internet, and email systems. 
  • Fluency in written and spoken English and Ukrainian is required. 
  • Ability to work independently as well as in collaboration with colleagues and partners. 
  • Willingness to travel frequently (up to 40% time) within Ukraine required, as context allows. 
  • Local candidates strongly preferred.
