Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) position on a USAID-funded Ukraine - OEG: New Agriculture – Harvest Activity in Ukraine.

The Activity aims to enable male and female grain and oilseed farmers, including marginalized and underserved groups, to return production of important food export crops to the pre-war levels while improving production efficiency and profitability, and will position farmers to market their crops more successfully and profitably.

This will be a long-term position (with a five-year project duration estimate) and will be based in Kyiv, Ukraine with frequent in-country travel required.

Responsibilities:

The Deputy Chief of Party (DCOP) will oversee planning, coordination, and day-to-day implementation of technical activities in partnership with technical team members and the COP. A member of the senior management team they will

provide technical expertise and support annual work planning and adaptive management of the project as needed in accordance with the project’s goals, objectives, and targets; assist in coordinating project implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed; ensure coordination between project teams and implementation of project activities across Ukraine; evaluate and document project progress and lessons learned; assume responsibility for quality control and timeliness of deliverables; and serve as the interim COP when the COP is not available.

Qualifications:

  • Masters’ degree from an accredited college or university in relevant fields such as development, economics, agricultural economics, agriculture, rural development, business administration or a similar field; or a bachelor’s degree in similar fields with 10 years of relevant work experience in lieu of the master’s degree;
  • A minimum of ten (10) years of demonstrated project and/or private sector experience, preferably in Ukraine, working in one or more of the following technical disciplines: private sector development, agribusiness, agriculture sector development, financing for small and medium agricultural producers’ development, agricultural supply chain logistics or related fields;
  • A minimum of five (5) years of progressively responsible supervisory work experience managing multi-disciplinary teams, coaching, and mentoring colleagues, direct and indirect reports;
  • Prior experience working on USAID-funded development programs in Ukraine is strongly preferred;
  • Proven track record managing and coordinating collaboration among multi-disciplinary development program teams and stakeholders (including national-level governments, the private sector, and local organizations);
  • Professional fluency in English required; Ukrainian language proficiency is preferred;
  • Ukraine Nationals and women are strongly encouraged to apply.
