Summary

King County’s Finance and Business Operations Division is conducting an internal County-only recruitment for an exceptional people leader to serve as its Interim Chief Treasury Officer. This Special Duty Assignment is anticipated to last 6 months.

The Chief Treasury Officer has the delegated authority to bill, collect, and distribute property and other tax revenues to the political subdivisions of the county. The incumbent will manage and oversee the Treasury section. The Chief Treasury Officer reports directly to the Director of the Finance and Business Operations Division and serves as a member of the Division's management team.

Primary Responsibilities:

  • Oversee day-to-day operations and assigned staff; manage employee performance including establishing deliverables; and provide positive and corrective feedback.
  • Serve as a key adviser to executive-level management on all treasury related issues.
  • Promote an organizational culture that supports continuous improvement (LEAN) and embraces equity and social justice (ESJ) for employees.
  • Foster a culture of innovation and sustained change; develop and offer new products and services to meet customer requirements.
  • Leverage the county’s technology and business intelligence systems to drive operational improvements.
  • Sponsor, oversee, and manage complex projects.
  • Represent the county’s treasury function to the community, businesses, elected officials, and professional associations; develop and advocate legislative initiatives; and advise and make presentations to the Executive, King County Council, and other local officials.

  • Experience sponsoring, overseeing, and managing complex projects, especially projects that leverage new technology.
  • Excellent people leader skills. Have strategies and ideas to continue to build on a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future. Quickly builds trusting relationships with team members. Experience managing employee performance including establishing deliverables 
  • Experience implementing best business practices and customer service improvements.
  • Experience as presenter and communicator including skill in preparing formal reports and written correspondence. Presentations are geared towards audience, with visual graphics and statements to make key points.
  • Experience performing complex analysis; preparing technical and high profile reports; preparing and managing budgets, preparing strategic and operational plans.
  • Seasoned leader who is results oriented and knows how to hold others accountable for results. Can manage and provide strategic leadership, including working collaboratively. Can make command decisions when called upon. Exhibits maturity and high degree of emotional intelligence when interacting with others. Manages conflicts well. Exercises good judgment consistently and exhibits a calm demeanor during crisis.
  • Strong analytical, learning agility and strategic thinking skills: seeks to understand root causes of problems before jumping to solutions; good at anticipating and avoiding problems; uses data and metrics to drive decision making; has vision for where to take the organization and has strategy for getting there.
  • Understands and embraces continuous improvement (Lean) concepts, with practical applications being the most desirable. Behaves as coach/mentor with direct reports and teams and encourages them to solve problems, reduce waste, and achieve results that customer’s value.
  • Ability to uphold and model the way for our King County values.

Desirable Qualifications:

  • Experience managing finance operations.
  • Applied knowledge of Washington State and county laws and regulations relating to the specific duties of the County Treasurer; or has demonstrated learning agility to quickly become familiar with such laws and regulations.
  • Applied knowledge and experience with governmental financial systems, cash management, billing, collecting and distributing taxes, and other funds.

Position Information:

  • Work Site Details: The work associated with this position will primarily be hybrid with 2-3 days in-office per week. 
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. This position will normally work 8:00 a.m. - 5:00 p.m. Monday through Friday, with some work outside of these hours depending on business needs. This position will be managing the section during the October peak period. There is a planned-leave blackout period between October 1, 2024 to November 15, 2024.
  • Union Representation: This position is not represented.
