Senior Vice President, Community Impact Officer – Food & Benefits Access and Health Equity

The Community Impact Department is comprised of four teams, focused respectively on Food & Benefits Access; Health Equity; Educational Equity, and Justice & Opportunity. Each team is led by a Vice President.

Position Description: The Senior Vice President, Community Impact Officer for Food & Benefits Access and Health Equity (FBH-SVP) reports directly to the President and CEO, serves as a key member of the Executive Leadership Team (ELT) and supports the VPs of Health Equity and Food & Benefits Access. FBH-SVP holds responsibility for UWNYC’s Food & Benefits Access and Health & Equity portfolios in coordination with the VPs. The FBH-SVP will co-lead UWNYC’s Community Impact Strategies with the SVP Community Impact Officer for Education and Justice & Opportunity (EJ&O-SVP). The FBH-SVP and EJ&O-SVP will work to build a culture of collaboration, trust, and transparency within the Community Impact teams and the organization as a whole.

  • Externally, the FBH-SVP must be an effective coalition-builder and weaver of networks, bringing together diverse community, corporate, & government partners to develop models tailored to targeted equitable pathways for the communities we serve.
  • Internally, the FBH-SVP will identify opportunities for cross-functional collaboration and staff development.

The FBH-SVP must be an experienced leader in Food & Benefits Access and Health Equity programs with demonstrated program and network management skills, including the establishment of shared measurement practices to assess impact.

Additionally, the FBH-SVP will provide oversight of UWNYC’s Emergency Assistance & Community Needs Fund (EACN) which is used to rapidly deploy resources to community-based organizations offering emergency relief to families and individuals in need. The FBH-SVP will have the advantages of working with an experienced and highly engaged Board of Directors, an energetic and visionary President and CEO, and one of the best-known brands in nonprofit community partnerships.

Food and Benefits Access

Food & Benefits Access strengthens the capacity of our citywide network of emergency food providers and helps distribute culturally appropriate, nutritious foods and programming in the five boroughs. FBA ensures that New Yorkers who need it receive critical housing and utilities support and are enrolled into benefit programs. We collaborate and advocate together with partners to increase the supply of healthy food and ensure equitable access citywide.

Health Equity

The HEU was established in January of 2021 and works to improve access to preventative health care services, screenings and access to a medical home for under- and uninsured populations. The Unit started with the launch of the Choose Healthy Life Black Clergy Action Plan (CHL) to raise awareness, educate the community on preventative measures, and most importantly provide access to COVID-19 testing for high-risk communities through the Black church. CHL has brought together local United Way agencies under the UWNYC, which serves as its implementation partner. The HEU is currently launching other health initiatives and a Health Equity Cabinet to address social determinants of health and best practices for community-driven approaches to address health disparities.

The EJ&O-SVP’s primary responsibilities will include managing and overseeing the Food & Benefits Access and Health Equity teams through the following functions:

a. Community Impact Officer

i. Support strategic thinking and operations with a special focus on efforts that require collaboration, synergy, and partnership with both internal and external stakeholders

ii. Take leadership in operationalizing new and existing initiatives

iii. Provide support to Food & Benefits Access and Health Equity VPs in establishing external partnerships, as well as advocacy and resource development efforts

b. Operations

i. In partnership with Food & Benefits Access and Health Equity VPs, identify need for key systems in collaboration with operations and organizational strategic goals.

ii. In partnership with Food & Benefits Access and Health Equity VPs develop, monitor, and revise annual, quarterly, and monthly work plans

iii. Support budget preparation, monitoring and review for internal planning, RD needs, etc.

iv. Support Food & Benefits Access and Health Equity VPs, in contract prep, execution, etc.

v. Must have advanced skills in Project Management

c. Accountability

i. Routinely track and monitor key milestones, publicly and internally stated goals and work with Food & Benefits Access and Health Equity VPs and to course correct as needed

ii. Support organizational reporting and decision-making

Strategic Leadership: The FBH-SVP, Community Impact Officer, in close collaboration with the President & CEO, and the EJ&O-SVP will play a critical role guiding and implementing our community impact vision and strategy. We look to this person to have a “mission mindset,” advancing our objective of positioning ourselves as the backbone in a constellation of related collective impact networks and to be a respected thought partner and policy advocate. The SVP will also work closely with members of the Resource Development and Marketing & Communications teams to articulate the impact of our work and mobilize funding. Specifically, the FBH-SVP will be expected to:

  • Co-Lead all aspects of the co-creation of our community impact strategy and to oversee it from development to execution
  • Establish impact measurements that are developed and utilized in collaboration with our partners to improve overall service delivery
  • Develop and implement operational and tactical plans to implement strategies
  • Ensure meaningful programmatic outcomes through embedded stakeholders in targeted communities
  • Guide and lead staff to implement strategies that effect the most optimal strategic balance between programs associated with government contracts, private sector funding opportunities, and the patterns of support and priorities of our individual donor base
  • Identify strategic community-based partners and establish and maintain strong relationships with them
  • Identify and foster relationships with subject matter experts to ensure that UWNYC contributes to and leads conversations regarding our initiatives
  • Manage, often in partnership with the CEO, as well as the EJ&O-SVP, strategic relationships with grant-making foundations, government agencies and other funders
  • Identify thought leadership opportunities and suggest activities that place UWNYC and its leaders as subject matter experts and leading community advocates within New York City and within the United Way Worldwide network

Team Leadership: The FBH-SVP, Community Impact Officer, leads the Food & Benefits Access and Health Equity VPs, Community Impact Department and ensures coordination and collaboration between all programs and staff. Working with the support of the Human Capital Team, the FBH-SVP is responsible for identifying, developing, and aligning Department staff to achieve diverse and ambitious goals. The FBH-SVP will also be expected to judiciously source and manage the use of external contractors where their expertise is required. Specifically, the FBH-SVP will be expected to:

  • Create the conditions whereby Staff are aligned and empowered to execute against clear performance goals
  • Build organizational capability by identifying skills needed in the Department, and partnering with Human Capital to develop Staff in alignment with strategic priorities
  • Facilitate effective cross-functional teamwork with members of the Resource Development and Marketing and Communications Departments
  • Source and manage the use of external resources as needed 

Operational Leadership: The EJ&O-SVP & FBH-SVP will jointly represent the Community Impact teams in interfacing with the Board’s Community Impact and Public Policy Committee (CIPP) and are responsible for several annual Board and CIPP presentations related to the Departments. The FBH-SVP is also the Department’s primary interface with UWNYC’s Operations, Finance, and IT functions to effectively manage the Department’s administrative processes. As a shared responsibility with the Executive Vice President (EVP), Chief Financial Officer (CFO), and Chief Operations Officer (COO), the FBH-SVP is responsible for grant and contract management and execution, grant and contract compliance, and other administrative management issues.

  • Establish and monitor all Community Impact departmental program budgets in collaboration with Finance
  • Assist in setting the agenda with the CIPP chair and vice-chair for meetings, and assist in managing the production of Board and CIPP presentations
  • In a shared accountability role with the EVP, Chief Financial and Chief Operations Officers:
  • Ensure management and compliance for all grants and contracts, from inception to close
  • Manage relationships with City, State, and Federal grant-making agencies and ensure that grants are properly administered in accordance with government requirements

Skills, Knowledge, and Experience:

  • Advanced degree in a related field (e.g., health, food policy, public administration and public policy)
  • Minimum of 10 years of progressively responsible positions in results-based program management
  • Experience implementing Results Based Accountability preferred
  • Proven record of forging strategic relationships and network partnerships
  • Deep knowledge of collaboration and community engagement strategies
  • Enthusiasm and experience using data to measure impact and drive decisions
  • Grant and program management experience
  • Experienced and empowering team leader
  • Demonstrated experience with complex grants and contracts
  • Strong budgeting and analysis skills
