Duties

As a Supervisory Research Physical Scientist, you will perform the following duties:

  • Conceive, plan, coordinate and execute an integrated research program that advances the Physical Sciences Laboratory's mission in support of National Oceanic and Atmospheric Administration's (NOAA) forecast capabilities through the application of advanced modeling, data assimilation, ensemble techniques and diagnostic tool development. Oversee the transition of these research and development advancements into NOAA operations, primarily through the NOAA National Centers for Environmental Prediction (NCEP). Develop and execute annual plans and report research milestones and research to application transitions.
  • Formulate, plan, and conduct original work that advances forecasting system science in some or all of the following areas: research to improve the representation of physical processes in forecast systems, research to improve data assimilation algorithms for initializing ensemble forecasts of the coupled earth system, research to advance the generation of re-analyses, and research utilizing emerging machine learning techniques to improve predictions.
  • Support NOAA strategic goals, planning, execution, evaluations and other organizational activities. Responsible for providing a high degree of responsiveness to organizational leadership, the public, and internal and external partners. Contribute as an active member of the national and international scientific community through professional society service activities and through the organization of, and participation in, weather and climate conferences, workshops, etc., to identify end-user-based research and operational requirements.
  • Provide the full range of supervisory functions to include planning and distributing work to be accomplished by a group of professional research scientists and Cooperative Institutes. Approve leave requests and time & attendance. Set and adjust short and long-term priorities and prepare schedules for the completion of work while finding ways to enhance productivity and quality of work. Establish performance standards, fully complete the evaluation process, addressing poor performance as required.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1301 series:

Education:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

  • OR -

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year

(52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Collaborating in the planning and execution of research that advances weather or climate forecasting capabilities through the application of advanced modeling, data assimilation, ensemble techniques or diagnostic tool development;
  • Providing recommendations to management and stakeholders on forecast system improvements; and
  • Leading or managing a team to include developing performance standards, evaluating work performance, and providing oversight and feedback.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
