FHI360 seeks a Deputy Chief of Party for a USAID/Rwanda Activity that seeks to increase off-farm employment opportunities through enhanced access to finance, increased private investment, expanded reach of entrepreneurship support organizations, increased capacity of firms to attract and use finance, and deepened finance sector capacity to assess risk and increase return. The Deputy Chief of Party (DCOP) will be responsible for the overall technical oversight of the project and is responsible for project implementation in the field. The DCOP reports directly to the COP and will take a leadership role in ensuring technical implementation of high impact, proven interventions and ensure the project meets stated goals and reporting requirements.

Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary / Responsibilities:

  • Takes a technical leadership role in coordination with Chief of Party and other senior team members
  • Builds capacity of staff, implementing partners, government counterparts, and other stakeholders working with the project;
  • Contributes to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence;
  • Assumes the responsibilities of the COP in the absence of the COP;
  • Develops objectives that align with strategic goals and oversees project for technical and compliance standards;
  • Plans and directs schedules and monitors budget/spending;
  • Monitors the project/program from initiation through delivery;
  • Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints;
  • Coordinates among USAID and key stakeholders and other implementing partners and will interact with formal and informal financial institutions, the relevant Government of Rwanda institutions and representatives;
  • Represents project both internally and externally to other donors, stakeholders, partners and government counterparts;
  • Promotes sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of service providers and financial institutions;
  • Works closely with the Chief of Party, field-based staff and HQ to ensure the project is technically sound


• Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
• Typically requires 8+ years of project management experience within a relevant area.
• Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
• Must be able to read, write and speak fluent English.
