AVIAN is seeking a Mid-Level Acquisition Analyst to Provide support for an advanced research and development program in reviewing, assessing, and complying with MDAP policies, standards, and procedures established by DoD, DoN, and Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN(RD&A)). Advanced Development Program is at the cutting edge of capabilities in support of the future of Naval Aviation.

Responsibilities

Our ideal candidate will be responsible for the following: 

  • Provide support for planning, developing, monitoring, and executing procurement and contractual actions and associated documentation. 
  • Candidate will be responsible for coordinating with team leads to support pre-acquisition and post-acquisition strategy planning and implementation. 
  • Prepare procurement request packages and activities, this includes contracting documentation such as Statements of Work, CDRLs, acquisition plans, etc. 
  • Ensure documents are complete and proactively track through the approval process. 
  • Candidate should be experienced with writing acquisition documentation and also be ASDN hierarchy. 
  • Monitor and track the status of contracts to include analyzing obligations and expenditures, spend plans, periods of performance, coordinating with Procuring Contracting Officers, Administrative Contracting Officers, Contracting Officer Representatives, and vendors relative to outstanding issues. 
  • Prepare various Excel spreadsheets/reports to be used as tracking tools for program management and data management. Support technical and financial teams in responding to various data drills.
  • Travel (~10%) is required for this position.

Qualifications

  • Education: Bachelor’s Degree from an accredited college or university. Experience can be substituted for education.
  • Experience: Candidate must have at least five (5) of experience in with the DoD acquisition process.
  • Candidate should be proficient in all Microsoft Office products and Adobe.
  • Candidate should have demonstrated good oral and written communication skills. 
  • Candidate should be knowledgeable of Navy contracts and financial processes.
  • Candidate should have experience working in a dynamic, schedule constrained, complex security environment, and have the ability to respond to drills with a short turnaround time.
  • Clearance Requirement: A current SSBI or Federal Investigative Standard Tier 5 (T5) or Tier 5 Reinvestigation (T5R) within the last 6 years. A final DoD Top Secret clearance. Eligibility for access to Sensitive Compartment Information (SCI) in accordance with Intelligence Community Directive (ICD) 704 and Special Access Program (SAP) in accordance with SAP Nomination Policy (SAPNP) with no disqualifying security issues that will deem a candidate ineligible for access.
  • Work Location: Patuxent River Naval Air Station, MD
