New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job

About the Work Unit

The Professional Engineer I works in The Colorado Department of Transportation's (CDOT's) Central Engineering Residency in Glenwood Springs, CO. The purpose of the work unit is to plan, design and administer assigned construction projects. This includes a wide range of activities that spans from planning through project development. advertisement, and construction to completion.

About the Position

Work typically includes duties as responsible charge engineer which may involve supervision of lower level engineering positions. This position performs construction management for highway construction projects. The PE I is directly responsible for engineering details as well satisfactory completion of construction projects in accordance with plans, specifications, and special provisions.

Your duties and responsibilities will include, but are not limited to, the following:

Construction Management

  • Plan, organize, and conduct engineering construction projects that meet CDOT and American Association of Highway and Transportation Officials (AASHTO) guidelines, requiring the application of professional engineering processes, theories, laws, principles, conceptual models, and techniques;
  • Coordinate with contractors, the general public, utilities, and other CDOT personnel to ensure that construction operations are in compliance with plans, specifications, and purpose of design;
  • Check and compile documentation that reports quantities of work performed, assuring the contractual acceptability of that work;
  • Prepare payments to contractors;
  • Initiate, prepare, design, negotiate, and authorize legally binding contract addendums to remedy conditions encountered beyond the scope of the original contract; 
  • Evaluate materials, equipment, and systems for their acceptability for incorporation in a construction project;
  • Serve as CDOT representative and liaison to the public, local, State, and Federal entities, businesses, and other parties involved in construction activities;
  • Assist the Resident Engineer with the management of engineering consultants and contracts including monitoring contractor compliance with Equal Employment Opportunity laws, safety regulations, and State, local, and Federal ordinances to ensure conformance;
  • Document all aspects of contract work;
  • Identify and resolve contract errors, omissions, changes, claims, and disputes at the project level.
  • Stamp plans.

Pre-Advertising Project Review

  • Review and check the accuracy of highway construction project plans prior to the advertisement for bid of the project.
  • Make corrections and/or advise designer of project plan discrepancies.
  • Make plan recommendations, considering construction project phasing and constructability of the project.
  • Help determine project time and scheduling.
  • Work directly with the design team to assist in decisions that directly affect the construction of the project.
  • Attend scoping, field inspection reviews and final office reviews. 

Training

  • Attend assigned training classes and study CDOT manuals to enhance knowledge necessary to perform the job duties.

Other job duties as assigned. 

Work Environment

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
  • Opportunity to work from home up to 60% after completion of the first year probationary period
  • Approximately 70% spent in the field, 30% spent in the office
  • Travel required during work hours to project sites, to meetings and trainings
  • Occasional evening and weekend work depending on construction projects 
  • Occasional overnight travel less than 5 % throughout Colorado for meetings and trainings
  • Required to work in proximity to heavy traffic, in variable weather, and over variable terrain
  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications 

  • Minimum Qualifications:
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land 

OR

  • Current, valid licensure as a Professional Engineer from another state in the U.S.

Conditions of Employment

  • Applicants who do not have a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will be required to obtain a Colorado license within six months of hire as a condition of employment. 
  • The person hired for this position must be a Colorado resident by the start date.
  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. More information in the supplemental information section.
  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

The exceptional applicant will possess proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position; 
  • Highest work/personal ethics and integrity;
  • Has stamped plans and specifications as Engineer of Record;
  • Has served as the Engineer in responsible charge for a transportation construction project;
  • Civil engineering design and construction knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices, especially for transportation related projects;
  • Knowledge and experience with the CDOT Construction Manual, CDOT Material Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, MUTCD, and other industry design standards;
  • Strong attention to technical detail and accuracy;
  • Strong analytical, reasoning, problem solving, and decision making ability;
  • Excellent planning, organizational, time and project management skills and experience;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Proven ability to collaborate and build relationships;
  • Ability to partner with professionals, consultants, vendors, stakeholders, and staff, with sensitivity to their needs and priorities;
  • Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus for acceptance of a document or solution to an issue;
  • Flexibility/adaptability in response to changing conditions or unexpected obstacles;
  • Ability to work effectively in independent and team situations;
  • Passion for safety;
  • Fluency in Microsoft Office, Adobe and Google applications and ability to learn other software systems;
  • Familiarity with SAP, Site Manager, ProjectWise, Bluebeam, Bentley InRoads and MicroStation.
