Project Summary:

The new USAID/Bangladesh Monitoring, Evaluation, and Learning (MEL) activity will be a central Mission-wide platform that provides a range of analytical and advisory services in support of the Mission’s design, performance monitoring, evaluation, and operational learning and adapting efforts. The activity will play a significant role in achieving the successful implementation of the Mission’s: 1) Country Development Cooperation Strategy (CDCS) 2020 – 2025, 2) Performance Management Plan (PMP), and 3) the Collaboration, Learning, and Adapting (CLA) agenda.

Position Summary:

The Monitoring Advisor will oversee parts of Components 1 and 2 of the project which focus on rigorous analytical support at the strategy and activity design and implementation levels to inform evidence-based decision making and technical support associated with performance management at the strategy and activity level. The objective is to strengthen the performance management system of the Mission so that the system can contribute to evidence-based development programmatic decisions. The work will include tracking the development objectives of the CDCS and providing dedicated monitoring support to the USAID Democracy, Human Rights, and Governance (DRG) office.

Responsibilities:

  • Oversee performance monitoring design and implementation, including data collection and analysis for the Mission and Implementing Partners (IPs).
  • Provide expertise and support for the design and management of indicators, MEL plans, performance targets, data collection, analysis, and reporting.
  • Produce trend and pattern analysis based on performance indicators.
  • Conduct desk reviews and analysis of context indicators.
  • Conduct field monitoring visits in those instances when USAID staff are unable to travel.
  • Assist USAID in conducting data quality assessments.
  • Assist in updating the Mission’s PMP, including Performance Indicator Reference Sheets (PIRS).
  • Assist in reviewing MEL plans developed by IPs, including developing resources or training.
  • Provide technical support to local partner organizations to strengthen their MEL systems.

Qualifications:

  • Master’s degree in development, evaluation, development analytics, economics, knowledge management, or a related field is required. PhD with technical sector expertise in the areas of DRG is preferred.
  • Minimum eight years of progressively professional experience in monitoring and evaluation within international development contexts is required.
  • Experience developing MEL plans, preferably in the USAID context or working with other donors or international organizations in designing, leading, and supervising MEL efforts.
  • Experience in democracy, human rights, and governance.
  • Ability to work in complex situations or environments and serve as facilitator and mediator for diverse groups with varying skill levels.
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members.
  • Strong teamwork, verbal and written communication, presentation, and facilitation skills.
  • Fluency in English and Bengali required.
