OBJECTIVES OF THE PROGRAMME

Maintaining a multi-sectoral overview, the position will provide technical and managerial leadership to strengthen the national public health capacity and policies to promote Universal Health Coverage/Healthier Populations (UHC/HP). The position leads and coordinates the development and implementation of action plans and programme of activities for the country office in one or more of the programme areas of UHC/HP, i.e., Adolescent Health and Development; Health Promotion and Social Determinants of Health (HPD) ;Nutrition and Food Safety (NUT); Tobacco and Reduction of Other Non-Communicable Disease Risk Factors (TNR);Violence, Injuries and Disabilities (VID).

DESCRIPTION OF DUTIES

  • Work under the guidance of the head of the WHO country office.
  • Provide technical and managerial leadership to the programme in one or more areas of Healthier Populations (UHC/HP), i.e., Adolescent Health and Development; Health Promotion and Social Determinants of Health (HPD); Nutrition and Food Safety (NUT); Tobacco and Reduction of Other Non-Communicable Disease Risk Factors (TNR); Violence, or Injuries and Disabilities (VID), ensuring that the activities are carried out efficiently and effectively.
  • Directly provide, and/or coordinate the provision of, specialist technical advice and support to the Ministry of Health to strengthen the national health system through the formulation, and implementation of work programmes under the (UHC/HP) portfolio, in consultation with national counterparts.
  • Develop and propose national strategies, policies, and public health development initiatives to improve the planning and management of existing health promotion/public health systems for implementation in collaboration with the national authorities.
  • Oversee and coordinate work plans and budgets, including resource mobilization, and monitoring the implementation of planned activities, for the HP work programme.
  • Serve as the lead technical resource concerning the multi-sectoral integration of Healthier Populations programmes and mainstreaming of cross-cutting themes, such as health equity, social justice, and elimination of exclusion.
  • Lead, coordinate and implement programmes for capacity building in health promotion/public health systems and the management and financing of the systems.
  • Generate innovative proposals for the extension of health-care networks and the development of mechanisms of social health protection.
  • Guide the adaptation and implementation of evidence-based norms, standards, guidelines, and tools in the broad health promotion programme areas.
  • Lead, coordinate, conduct research, and disseminate information on best practices and partners' experiences in implementing programmes for sustainable, health promotion/public health systems.
  • Mobilize and optimize resources for the respective projects and programmes including through partnerships with donors and development partners (United Nations/multilateral, and bilateral).
  • Represent WHO in designated forums and function as a technical advisor to the public concerning sustainable health systems in health promotion that contribute to health equity, and elimination of exclusion.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master’s level) in a relevant field (such as public health).

Desirable: PhD/doctoral degree in public health and/or post-graduate training or specialization in healthier populations’ health systems.

Experience

Essential: A minimum of ten years of progressively responsible work experience relevant to the position (in developing and implementing public health, capacity-building policies/strategies and programmes) a significant part of this to have been obtained at an international level. A minimum of 4 years of experience in Healthier Population programmes. Demonstrated professional experience working at the country and/or regional level providing technical advice and services to Member States and other partners on public health programmes. Experience managing diverse teams.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,743.29 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
