MSH is seeking a Finance and Operation Manager for an anticipated technical assistance project in Afghanistan aiming to strengthen the capacity of Health Emergency Response (HER) service provider (SP) NGO’s managers and health workers to manage and implement high impact value added interventions through data-driven adaptation and course correction.

OVERALL RESPONSIBILITIES

The Finance and Operations Manager will be responsible for the oversight of the activity’s financial and operational matters such as the preparation of all financial documents required for a successful implementation of the activity, including financial plans, cost calculations, and financial review documents. The Finance and Operational Manager is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The Finance and operation Manager is aware of, and adheres to, MSH’s procurement integrity standards in all activities. The Finance and operation Manager primary responsibility for ensure that MSH operations in Afghanistan are functioning efficiently and effectively, and align to support the attainment of project results and client expectations.

This position is contingent upon porject award and funding.

SPECIFIC RESPONSIBILITIES

  • Lead overall project field operations including financial, administrative, procurement, logistics, and human resource responsibilities.
  • Serve as the lead for accounting, finance, invoicing, procurement and other finance functions as required by the contract.
  • Execute all budget and financial tracking and reporting requirements and respond to related inquiries by Donor and the MSH Home Office in a timely fashion.
  • In coordination with the home office, ensure project compliance with Donor and MSH procedures, rules, and regulations.
  • Record all financial transactions into the accounting system; manage project funding needs; develop, manage, and monitor the field project budget; and prepare financial reports to the home office.
  • Reconcile project accounting and provide backup documentation of all financial transactions for inclusion by the Home Office into monthly invoices to Donor.
  • Process monthly payroll and corresponding deductions for local personnel, as needed.
  • Manage all field operational/procurements and ensure appropriate approvals are obtained from management.
  • Coordinate regularly with the MSH home office and provide timely updates on finance and operations matters.
  • Manage project operations including office space, equipment, logistics, and other administrative duties.
  • Make logistical arrangements for the team.
  • Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members.
  • Develop tools to use to train staff in proper financial record-keeping procedures and procurement integrity.
  • Lead the process of the ongoing improvement of financial systems and internal controls.
  • Participate in routine management team meetings, and attend other meetings which are relevant to the operations activities.
  • Coordinate execution of internal/external operations, collaborate with the finance team on financial or program reviews or audits, and ensure timely follow up to review or audit conclusions and recommendations that are relevant to operations, in collaboration with other departments.
  • Implement standard MSH procedures to manage and monitor the financial resources of the project office. This includes ensuring that all payments comply with MSH rules and regulations and are supported by adequate documentation.
  • Apply basic 2.CFR.200 (U.S. Government) Cost and Audit Principles.
  • Ensure that appropriate staff members are aware of and understand laws, contract/award and donor requirements, and MSH policies and procedures. 
  • Ensure that strong internal controls for operational systems are in place, and that MSH Code of Conduct and MSH’s Zero Tolerance practice are well understood by all staff in country. 
  • Any additional work as assigned.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION:

  • Master’s degree in accounting or equivalent certification from a Business Technical School.

REQUIRED MINIMUM EXPERIENCE: 

  • Minimum of 7 years’ experience in a finance/accounting role.
  • Understanding of key aspects of accounting.
  • Experience with U.S and UN government projects.
  • Ability to use accounting software (i.e., QuickBooks Online).
  • Ability to create and monitor budgets. Understanding of the basic tenets of Cash Control, Asset Management, and Bank Reconciliation.
  • Experience with Costpoint is not required but is a plus.
  • Understanding of principles of adequate documentation and of audit, and performance was necessary to ensure audit compliance.
