Job Summary:

We have a rare opportunity for a F135 FIAR (Financial Improvement & Audit Remediation) Associate Director, who will help develop, establish, and execute long term audit remediation plans that support the Department of Defense (DoD) audit readiness objectives.

Key Responsibilities:

  • Act as the Subject Matter Expert (SME) in working with the F135 Program Office to help comply with how we report and execute FIAR & Coordinate and act as a focal for any 3rd party audit requests.
  • Understand and identify what contract language we can and cannot accept & Act as the primary interface with the JPO in ensuring questions are answered and any report requests are reviewed and responded to in a timely manner.
  • Maintain property records in the Government’s Accountable Property System of Record (APSR), referred to as Defense Property Accountability System (DPAS) & oversee the potential development and implementation of a P&W interface with DPAS so that transactional data can be recorded in real time.
  • Support Request for Proposal (RFP) responses, contractual funding, champion waterline activities and oversee the implementation of a IT solution. Review and respond to RFP CDRL requests to ensure we can provide the data requested, estimate the time required to gather and submit reports and address customer questions regarding the data provided. Coordinate with pricing in responding to RFPs, support planning the inventory cycle, align with sites and subcontractors on ensuring support is in place, and support with reconciliation and reporting.
  • Develop and implement reporting functionality into the Government Furnished Property (GFP) Module. Activity may include help with obtaining continued project funding (internal), coordination with Government Property Administration on ensuring gap closure and engagement with Unique Identifier (UID) Program Manager to ensure UID pedigree data is being recorded in the system.
  • Coordinate and work with Government Property Administration in ensuring our continued compliance with FIAR Government Property Requirements & Collaborate with JPO to develop and define a future state for auditing/monitoring of F135 government property

Basic Qualifications:

  • Bachelor’s degree and 12+ years of experience in a supply chain, operations management, finance, and/or program management experience and/or an advanced degree and 10+ years of experience in a supply chain, operations management, finance, and/or program management experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Travel up to 25%

Preferred Qualifications:

  • Familiarity with FIAR guidelines and U.S. government financial accounting systems
  • Demonstrated experience and knowledge of the federal accounting and auditing standards
  • Strong customer service and project management experience
  • Excellent verbal and written communications skills
  • Minimum 4 years of management/leadership, accounting, auditing and/or related technical experience
  • This role requires someone with an operations mindset, who is adaptable to changing situations and responsive to the needs of the business

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
