Job Purpose and Organizational Context:

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan. 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policies and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provide technical advice to Country Offices, advocates for UNDP corporate messages, represent UNDP at multi-stakeholder fora including public-private, government and civil society dialogues, and engage in UN inter-agency coordination in specific thematic areas.

As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP's Nature, Climate Change, Energy, and Waste (NCE&W) Hubs promote and scale up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.

BPPS’ Hubs on Nature, Climate, Energy and Waste work with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy, and waste. This multi-billion-dollar portfolio encompasses: 

  • Biodiversity and Ecosystem Services including forests; 
  • Sustainable Land Management and Desertification including food and commodity systems; 
  • Water and Ocean Governance including SIDS; 
  • Climate Change Mitigation and Adaptation; 
  • Sustainable Energy; 
  • Extractive Industries; 
  • Chemicals and Waste Management; 
  • Environmental Governance and Green/Circular Economy; and SCP approaches. 

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

In recent decades, biodiversity finance tools and solutions have demonstrated their importance for achieving biodiversity goals and broader sustainable development objectives. Improved choice, design and implementation of effective, well-tailored finance solutions will strengthen countries’ chances of achieving national and global biodiversity targets. 

The Biodiversity Finance Initiative – BIOFIN – was developed to provide a comprehensive methodology for governments to 1) review the existing policy context, 2) measure expenditure levels for biodiversity, 3) calculate future financial needs and 4) design strategic plans to deploy the right mix of finance solutions, tailored to the country context. The methodology has been conducted in 41 countries to date, with many now having reached the implementation stage.

BIOFIN is supported by the Governments of Germany, Canada, Flanders, Norway, Switzerland, the United Kingdom, Belgium, and the European Union. The initiative is part of UNDP’s Nature Hub, under UNDP’s Bureau for Policy and Programme Support (BPPS).

BIOFIN’s first phase (2012-2019) enabled full assessments and initial implementation of finance plan elements in target countries. Based on lessons learned, a new and comprehensive version of the BIOFIN Methodology was developed. Significant scaling up of finance solutions is required in all 41 countries to address the biodiversity finance challenge. BIOFIN’s second phase (2018 – 2026) focuses mainly on the implementation of prioritised finance solutions while also allowing additional countries to undertake the initial assessments and create the finance plan. The GEF created a global programme to support countries to design a national Biodiversity Finance Plan. A Biodiversity Finance Plan includes a systems analysis of a country's economy including to map existing financing mechanisms, subsidies with potential harmful impacts on nature, drivers of biodiversity loss and gain, public and private expenditures committed towards biodiversity objectives and a country's national financial needs for biodiversity. The biodiversity finance plan itself consists of a series of actions with the aim to significantly scale up available funding, green or phase out harmful finance flows and improve the effectiveness of available expenditures. The programme allows for active sharing of experiences across countries and includes a knowledge sharing platform and the provision of continuous technical support to country teams.

Position Purpose:

The Project Results Analyst works under the overall guidance and supervision of the BIOFIN Project Manager, and in close collaboration with the global BIOFIN Team, national BIOFIN Teams, UNDP Country Offices, core and donor country governments, other international/multi-lateral organizations, and contractors. The incumbent is responsible to provide management support to BIOFIN management at the global level; provide technical support to the BIOFIN technical team; and contribute to the consolidation and positioning of BIOFIN’s outcomes and knowledge outputs. 

The Project Results Analyst will provide assistance with monitoring and tracking results from country offices in the new Monitoring and Evaluation System as well as collecting information for and drafting donor progress reports. The incumbent is based at UNDP’s Regional Hub in Istanbul, Türkiye. 

The incumbent ensures a client-oriented approach and consistency with UNDP rules and regulations and good practices in teamwork. All functions are performed in line with the established UN and UNDP management norms, rules, and regulations, and in conformity with UNDP’s internal accountability framework which emphasizes, inter alia, the highest standards of ethics, integrity, and accountability in the personal and professional domains.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities:

Contribute to the consolidation and positioning of BIOFIN’s outcomes and knowledge outputs 

  • Collect data for and prepare regular and ad hoc reports offering general oversight on BIOFIN core countries' projects, and highlighting BIOFIN outputs and processes (including their impacts) in BIOFIN core countries;
  • Assist in the preparation and delivery of bi-annual donor reports on progress and impact from BIOFIN countries within given deadlines, and assist in the preparation of briefing notes, case studies summarizing key experiences and lessons learnt from core countries, knowledge management products, press releases and other media products developed by the global BIOFIN Team;
  • Support with the documentation of Steering Committee Meetings;
  • Contribute to the writing of project proposals;
  • Build trust and maintain effective corporate relationships with Donors;

Provide technical support to the BIOFIN technical team

  • Assist the BIOFIN Project Manager in the development of guidance documents and training materials to enhance the BIOFIN methodological toolkit and implementation packages and catalogue relevant environmental financial mechanisms which can serve as the best biodiversity finance solutions in function of economic situation of the country;
  • Identify key initiatives and stakeholders focusing on biodiversity and environmental finance in the countries where BIOFIN aims to enter (conduct an in-depth research and landscape analysis)

Provide management support to BIOFIN management at the global level

  • Support the management and monitoring of the overall UNDP Biodiversity Finance Initiative to ensure timely implementation of BIOFIN activities at the global level and core countries; 
  • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports;
  • Ensure that monitoring data is collected and updated timely; 
  • Draft specific inputs on Monitoring and Evaluation in the donor reports as required; 
  • Review and assess the data quality in the online M&E dashboard and produce a report with key results and recommendations

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in economics, environmental economics, public or business administration, natural/environmental sciences, or social sciences with a specialization in environmental finance and development, or other closely related field is required, OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in environmental management and/or biodiversity conservation, biodiversity finance, policy and/or planning, as well as monitoring and evaluation, preferably in the environmental or finance field; 
  • Working experience in an international organization, and knowledge of UNDP policies, procedures and practices are advantageous. 
  • Experience in results-based and results-oriented project implementation and management is desirable; 
  • Proven experience in drafting and reporting are considered as highly desirable;

Language:

  • Fluency in English is a requirement
  • Knowledge of any other UN language is an advantage
