USAID/Sierra Leone intends to award a $25-50 million USD, five-year Cooperative Agreement support Government of Sierra Leone’s efforts to prevent child and maternal deaths, combat infectious disease threat, improve integrated health service delivery and strengthen the health system. The project will focus on building self-reliance and providing technical assistance for priority issues such as malaria prevention, treatment and control, maternal and child health, and family planning and reproductive health.

The Senior Malaria Advisor will provide primary support to the Chief of Party (COP) in supervising and assuring the quality of technical activities related to malaria, including management and oversight of technical staff. With the COP, the Senior Malaria Advisor will be responsible for ensuring that all malaria-related technical assistance provided under the project are strategic, high quality, and support the achievement of project objectives. The position will be based in Freetown, Sierra Leone. 

Responsibilities

  • In close collaboration with COP, provide overall technical leadership and quality assurance for technical assistance and activities necessary to achieve objectives, outputs, services, and products expected by the donor.
  • With the COP, supervise the implementation of integrated delivery and scale up of proven malaria interventions, particularly among vulnerable groups of pregnant women and children under 5 years of age, and other required activities to ensure that performance schedules are observed and outputs are completed according to schedule.
  • Provide technical support and oversight to activities related to seasonal malaria chemoprevention (SMC) interventions, including planning activities and implementation according to NMCP protocols.
  • Provide technical support and oversight to activities to improve access to rapid diagnostic tests (RDTs) and quality artemisinin-based combination therapies (ACTs) at facility and community levels as well as ensure state-wide training and follow-up in the public and private sectors.
  • Provide technical support and oversight to activities to ensure the provision of malaria in pregnancy (MIP) services, including consistent delivery of intermittent preventive treatment in pregnancy (IPTp) – at antenatal care clinics. Collaborate with MOH Reproductive Health staff for implementation.
  • Work with NMCP staff to strengthen the malaria surveillance system at national and sub-national levels, and build capacity of both NMCP teams use data to drive decision-making.
  • Provide technical oversight of the work undertaken by subcontractors and grantees.
  • Together with the COP, provide direction and support for the preparation of annual work plans and strategies.
  • Support COP and project staff with the production of project materials, including the development of policy briefs, technical reports and training materials ensuring technical quality and relevance for programmers and policy makers.
  • Coordinate closely with National Malaria Control Program, as well as other critical Government of Sierra Leone and development partners working in malaria such as the Ministry of Health, WHO, UNICEF, DFID, etc.
  • Build capacity with NMCP staff to develop and present scientific abstracts and manuscripts for presentation at regional and international fora.
  • Represent RTI in national level technical working groups, committees, and other meetings related to malaria, etc.
  • Directly supervise technical team members and help facilitate and coordinate their liaison work with senior counterparts and stakeholders at national and subnational levels. 

Qualifications

  • PhD or medical degree with additional relevant training in one or more of the following areas: public health, biological sciences, malariology, or parasitology, with at least 8 years of experience, or a master’s degree with 10 years of experience.
  • Strong background in malaria case management and integrated community case management.
  • Demonstrated success leading technical teams for USAID and/or other development partner-funded health projects. Minimum of 6 years’ experience working in the field of malaria prevention and control in Sierra Leone preferred.
  • Demonstrated senior-level expertise in malaria prevention and control preferred including experience with implementation and scale up of ITNs, ACTs, RDTs, IPTp and SMC.
  • Experience supporting collaborating learning and adapting and other monitoring, evaluation, and learning activities to improve technical project performance.
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of local partners and stakeholders. Experience with capacity building of local partners considered desirable.
  • Strong experience with Microsoft Office applications.
  • Excellent English language ability and strong interpersonal, written, and oral presentation communications skills.
