The posted salary range budgeted for this position is between $6,073.83 and $8,173.08 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state position’s classification salary group. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role. 

POSITION OVERVIEW:

The Project Manager will report to the Director of the Information Technology (IT) Program Management Office (PMO). The Project Manager is responsible for delivering vital enterprise software applications/infrastructure used throughout the State of Texas to deliver time-sensitive legislative requirements and support the rapid improvements necessary to align with the agency’s strategic priorities. The ideal candidate will have experience as a senior project manager for an Agile software development team executing the software development lifecycle (SDLC) and have experience working in an education domain. The Project Manager may oversee, direct, assign duties, and evaluate the work of project staff. Also, this individual may coordinate or communicate on project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. The Project Manager performs advanced levels of project management work, works under limited supervision, and has considerable latitude for the use of initiative and independent judgment. This individual will work with a wide range of team members, including senior leadership throughout the agency, and serve as a representative of the Office of IT.

ESSENTIAL FUNCTIONS:

  • Process Consistency: Direct, develop, and evaluate processes used by application project teams to ensure the teams are adhering to procedures consistently and confirm scope and schedule changes are documented, approved, and understood by stakeholders and project team members. Develop project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections.
  • Deliverable Quality: Monitors and manages the quality of applications and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within budget.
  • Customer Satisfaction: Communicates routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.
  • Leadership: Responsible for problem management, issue resolution, and risk identification and mitigation, while empowering and motivating the team to have a sense of ownership over the application.
  • Vision: Articulates a clear view (current and future) of the application and technology roadmap needs to the executive management team, customers, and project team. Coordinate the initiation and planning of diverse projects to meet strategic application and technology roadmap commitments.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least [7] years of experience in required managing or working on software application teams, using the Software Development Life Cycle (SDLC), the Project Management Life Cycle (PMLC), and Agile Scrum Methodology.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.
