Utility Services Officer Role

Tetra Tech seeks a Utility Services Officer to support ongoing utility activities on the SINAR project. The Utility Services Officer support the Performance of Energy Utilities Improved team on work planning, technical implementation of work products, desk research on Perusahaan Listrik Negara (PLN), the Ministry of Energy Mineral Resources (MEMR), and project developers. 

The officer will support the objective’s ongoing activities by conducting desk research, analyzing data, preparing, and conducting stakeholder interviews, preparing reports, Monitoring, Evaluation, and Learning (MEL) data collection, and aiding in project and/or event execution. The officer will be involved in supporting the development of the materials for reporting and engagement needs. Learn more about SINAR here.

Position Responsibilities

  • Support the Objective 2 Team on all assigned activities to improvement of key performance indicators (KPIs) of PLN and related stakeholders. The KPIs of PLN may include, but are not limited to, cost to serve, customer satisfaction and engagement, and regulatory support for upcoming and existing projects.
  • Coordination with other relevant objective 2 Team members, relevant key counterparts, and relevant subcontractors in managing all the assigned activities.
  • Prepare contractual reporting documents, including quarterly reports, annual reports.
  • Conduct research and desktop studies to develop concept notes and ideas for PLN in design of energy programs from development partners to advance Indonesia’s energy transition.
  • Participate and support capacity-building activities for SINAR counterparts (PLN, MEMR, the Ministry of Finance, Bappenas, among others) towards the reform and improvement of electric utility planning and operations.
  • Support SINAR activities in liaising with PLN and Government of Indonesia (GoI) relevant decision makers to define, clarify and educate on the benefits of utility performance.
  • Support the development and implementation of project activities (work plans, terms of reference documents, capacity-building activities, seminars, and other activities), the delivery of certain technical outputs, and the monitoring of deliverables, such as research and/or literature reviews on energy finance topics, operational analysis, financial modeling, KPI modernization, and third-party analysis.
  • Support the Director of Utility Services in producing SINAR project reporting administration documents and SINAR senior management in the design, development, and implement the work plan as requested by the client.
  • Support all requested reporting by providing the necessary information according to imposed timeline, milestones, and deadlines and ensure compliance with any administrative, operational, and logistical procedures, processes, and requirements. 

Minimum Qualifications 

  • Bachelor’s degree in electrical engineering (preferably) or other relevant field, with demonstrated subject matter of expertise. Recent graduates are encouraged to apply.
  • Familiarity with project management and consulting services for multidisciplinary project assignments for utility performance improvement and renewable energy facilities.
  • Ability to handle multiple projects simultaneously, at various stages of development and construction, including travel to the site project/remote areas.
  • Familiarity with current Indonesian and PLN’s standard planning and operations practices in conventional energy, renewable energy, energy efficiency and other advanced energy systems.
  • Ability to present and/or analyze utility proposals related to overall power systems, power capacity, generation dispatching, operations and network planning, investment, and cost recovery proceedings.

Valued Qualifications

  • Indonesian national or current resident of Indonesia.
  • Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation).
  • Capacity in writing professional documents, frameworks and/or write-ups for reporting documents.
  • Proven track record of assistance in assessment of electric utility KPIs, electric utility planning, power purchase agreements, construction, and commissioning.
  • Experience in renewable energy systems integration and distribution interconnections as well as related multi-jurisdictional project reviews.
  • Experience with regional PLN regulated utilities and commercial project developers.
  • Familiarity with current Indonesian government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
  • Familiarity with current existing Environmental, social, and governance (ESG) or Climate-Related Disclosure Standards.
  • Familiarity with Indonesian financing mechanisms, used by PLN, for power sector assets and Independent Power producers.
  • Existing working relationship with PLN, MEMR, project developers, banks/financial institutions, Government of Indonesia agencies, provincial governments, or research and development and industry organizations.
  • Familiarity with USAID procedures and practices for quality control, including monitoring.
