The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose:

Tetra Tech has an opportunity for a Procurement Market Research Analyst to support ESP’s overall mission. The Procurement Market Research Analyst will support the Energy Security Project (ESP) with the administration and management of procurement activities, ranging from procurements for the project office's needs up to multimillion dollar procurement of commercial goods and services to work on the ESP project. This is a long-term, full-time position for the period of 1 year with the possibility of an extension. Learn more about ESP here.

Position responsibilities:

  • Support the procurement team with market research in support of procurement operations.
  • Prepare Checklist of Prioritization (Form 2) for all Requests for Support received.
  • Maintain the UESF Procurement Tracker and perform required follow-up with relevant Tetra Tech team members.
  • Perform required follow-up with counterparts on behalf of procurement managers and contracts specialists.
  • Support the project with punctual requests for information and data from the Energy Community Secretariat and other stakeholders.
  • Maintain records of ENCS & MOE decisions on Fund operations.
  • Produce weekly statistics for all stakeholders.
  • Support the production of analytical reports.
  • Perform other duties as assigned.

Minimum qualifications:

  • Master’s or bachelor’s degree, in Finance or Business Administration.
  • At least three (3) year of administrative, procurement management experience on donor-funded projects with preference for USAID-funded project management experience.
  • Proven ability to work autonomously and under minimal supervision.
  • Proven ability to effectively use computer software including the full Microsoft Office suit; Strong knowledge of MS Excel.
  • Proven ability to effectively communicate verbally and in written form in Ukrainian and English.
