OBJECTIVES OF THE PROGRAMME

In collaboration with national counterparts and in line with the objective of World Health Organization(WHO) global and regional policies, assist the Ministry of Health in implementation of policies, strategies and plans for the control, elimination and/or eradication of VPDs, in particular, the eradication of polio, elimination of measles, and rubella and congenital rubella syndrome (CRS), elimination of maternal and neonatal tetanus, and acceleration of the control of Japanese encephalitis (JE) and hepatitis B. Support the country in strengthening intensification of routine immunization in line with immunization Agenda 2030 (catch up, restore and sustain) including smooth introduction of new and under-utilized vaccines, including COVID-19 vaccine deployment in the country.

DESCRIPTION OF DUTIES

Under the overall supervision of WHO Representative to Myanmar, the incumbent will perform the following duties:

1. Assist the country in assessing and addressing national health needs to achieve and sustain immunization related targets (polio eradication, measles and rubella/CRS elimination, MNT elimination, Full Immunization, Japanese Encephalitis control, New vaccine introductions, in the context of primary care and in line with WHO's programme of work. This will entail, among other; the development of strategic plans based on sound analysis of possible strategies; the development of implementation plans; supports to implementation activities; monitoring of quality activities and results and propose corrective action.

2. Provide technical advisory on immunization policies and implementation strategies along with evidence-based advice on all immunization - related issues, considering existing knowledge, and in particular draw on WHO positions, guidelines, and recommendations.

3. Contribute toward the Immunization Agenda 2030 with a focus on reduction in zero dose children and promoting equitable vaccination in the population. Facilitate the development of methods and materials in support of immunization related activities, including surveillance, campaigns, routine immunization, training, etc.

4. Monitor on a regular basis progress towards immunization goals through pre-determined indicators. This may include obtaining consensus on the use of specific indicators and designing systems for the collection of the data required to measure the indicators.

5. Manage and supervise the staff supported by WHO to cEPI, CEU and Department of Medical Service (laboratory network). This includes close collaboration and coordination with relevant teams within WHO and government on the Surveillance and immunization engagement in outbreak investigation, response, and control.

6. Liaise with donors and funding agencies to seek support for Myanmar Immunization program, and WHO's support to that program. Maintain regular contact with donors and partners to explore potential interest of additional agencies in support of the programme. Prepare and/or assist the government in preparing funding proposals as required.

7. Take a lead role to support the country in coordinating partners involved in immunization. Upon country request, act as secretariat of the Interagency Coordination Committee and similar coordination mechanisms. Maintain strong relationships with key partner agencies and entities, including GPEI, M&RI, UNICEF and GAVI and COVID-19 Vaccines Global Access (COVAX).

8. Work closely with CEU to support ongoing Gavi polio transition planning and implementation.

9. Support the country to ensure that implementation of the immunization program remains adapted to the changing environment.

10. Any other task as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree with post graduate degree in Public Health and/or Epidemiology.

Desirable: Training in vaccinology and health coordination will be preferred.

Experience

Essential: At least 10 years of experience in communicable disease control and immunization including considerable experience obtained in an international context including experience of working in Health Emergencies for immunization in migratory and refugee settings including operational research. Experience in leading a team and management of immunization programme in complex settings.

Desirable: International experience in disease surveillance, outbreak investigation/control including laboratory coordination.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2851 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
