The Climate Pollution Reduction Program (CPRP) is looking to fill a Clean Fuel Standard Pathway Specialist (Natural Resource Scientist 4) (In-Training) position. This position will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

Are you an expert in the field of life cycle greenhouse gas intensity of transportation fuels or feel you have the skills to become one? Are you passionate about decarbonizing transportation? If so, you may be a great addition to the Clean Fuel Standard Team. We need you to put your background and expertise to work validating life cycle assessments of transportation fuels and providing technical support to fuel suppliers. This position is part of the Greenhouse Gas Inventory and Transportation Section of the Climate Pollution Reduction Program.

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Natural Resource Scientist (NRS) field and achieve the goal class of a Natural Resource Scientist 4 (NRS4). Candidates will be considered at the NRS3 and the NRS4 levels, depending on their qualifications. For salary levels for each, please see the qualifications section. 

The principal department strategic priorities and goals that relate to the Climate Pollution Reduction Program (CPRP) include: reduce and prepare for climate impacts; prevent and reduce toxic threats; and deliver efficient and effective services. The CPRP’s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.

Duties

What makes this role unique?

As a Clean Fuel Standard Pathway Specialist, you will utilize your knowledge and experience with life-cycle carbon intensity analysis tools and models, especially the WA GREET model, to validate fuel pathway applications and assign carbon intensity values to fuels. You will provide peer review of other pathway specialists’ work. You will advise the team lead on technical and policy questions related to life cycle assessment and carbon intensity of fuels; such as which fuel sources, emerging technologies, and carbon reduction projects should be eligible to generate clean fuel standard credits. The nature of this work is complex and highly visible, and you will have the opportunity to connect with and collaborate with other states doing this exciting work.

What you will do:

  • Act as the state’s expert in life cycle assessment of transportation fuels, with an emphasis on fossil fuels.
  • Conduct research, prepare, and submit reports and recommendations on unique, pathway-related topics related to the clean fuel standard, such as new feedstocks, processes, and transportation modes, with an emphasis on fossil fuels. Advance the state of the science on the life cycle assessment of transportation fuels.
  • Use the WA GREET model to evaluate fuel pathway applications for completeness and accuracy. Review model inputs and compare them to supporting documentation. Resolve discrepancies with fuel producers or their representatives.
  • Prepare written summaries of fuel pathway evaluations for public review and comment.
  • Provide technical and analytical advice and support related to life cycle assessment and carbon intensity to Clean Fuel Standard rulemaking processes and implementation.
  • Work with the Information Technology (IT) team to develop business requirements and carry out business user testing of updates to the Clean Fuel Standard IT platform.
  • Develop and update electric utility-specific carbon intensities and powertrain energy economy ratios.
  • Write reports and memoranda on research related to the clean fuel standard, describing findings and potential impacts. As applicable, submit manuscripts to peer-reviewed publications. 

Qualifications

This is an In-Training Position. The goal class for this position is Natural Resource Scientist 4 (NRS4). We will consider applicants who meet the requirements for the NRS3 and NRS4 levels. If the finalist meets the requirements for the NRS3 level, they will be hired at that level and will be placed into a training program to become an NRS4 within a specified period of time.

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

At the Natural Resource Scientist 3 level: Pay Range 60 ($5,479 - $7,368 monthly) in-training

Option 1:

  • A Bachelor’s degree with major study in engineering, environmental science, natural resources, transportation, or a related field, AND 
  • Four years of professional research work experience in life cycle assessment of fuels or energy systems.

Option 2:

  • A Master’s degree with major study in engineering, environmental science, natural resources, transportation, or a related field, AND 
  • Two years of professional research work experience in life cycle assessment of fuels or energy systems.

Option 3:

  • A Ph.D. in engineering, environmental science, natural resources, transportation, or a related field.

At the Natural Resource Scientist 4 level: Pay Range 67 ($6,510 - $8,758 monthly) Goal class

Option 1:

  • A Bachelor’s degree with major study in engineering, environmental science, natural resources, transportation, or a related field, AND 
  • Six years of professional research work experience in life cycle assessment of fuels or energy systems.

Option 2:

  • A Master’s degree with major study in engineering, environmental science, natural resources, transportation, or a related field, AND 
  • Four years of professional research work experience in life cycle assessment of fuels or energy systems.

Option 3:

  • A Ph.D. in engineering, environmental science, natural resources, transportation, or a related field, AND 
  • Three years of professional research work experience in life cycle assessment of fuels or energy systems.

Desired Qualifications:

  • Expertise in life cycle assessment of fossil energy sources, or related field.
  • Education in or experience with the GREET and OPGEE Models.
  • Knowledge of indirect land use change modeling in life cycle assessment.
  • Knowledge of transportation fuels, systems, technology, and policy.
  • Understanding of transportation-related equity and environmental justice issues.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
