The Office of Government Affairs

The Office of Government Affairs which sits within the Goldman Sachs Executive Office, plays an integral role in setting and advancing Goldman Sachs’ public policy and advocacy strategy. It promotes constructive relations with governments and regulators, and responsible for developing and implementing a comprehensive regulatory and legislative advocacy strategy and public policy agenda to benefit the firm. A global group, the Office of Government Affairs develops and manages relationships with key national and international regulatory and legislative officials, and manages Goldman Sachs participation in advocacy-oriented efforts, among other things. The Office of Government Affairs has an integrated regulatory and legislative function. Currently, it has approximately 35 professionals globally and is run by the Global Head of Government Affairs who is based in Washington DC.

Role Description

The Office of Government Affairs (OGA) is hiring in Frankfurt. The position will be responsible for deepening relationships and driving key policy initiatives with pan-EU and national regulators, in particular the ECB and the ESRB as well as ESMA, EBA and EIOPA. The position will be based in Frankfurt.

The successful candidate will be a regulatory policy expert who will work closely with regional management and coordinate with OGA colleagues in the US and APAC to develop and execute regulatory policy analysis and advocacy objectives for the Firm.

Core Responsibilities

  • Advise senior executives and various departments across Goldman Sachs on the implications of key policies and regulations, including at firmwide and legal-entity levels, ensuring consistent interpretation and execution of necessary requirements 
  • Build relationships and work with a wide range of internal stakeholders in determining the firm's views on proposals and the appropriate mechanism for advocacy/response
  • Develop advocacy strategies on proposed regulatory policies and lead engagement with trade associations, policymakers, regulators and other stakeholders to achieve desired outcomes
  • Build relationships with external stakeholders, including with regulators, peer firms, and trade & industry bodies, and represent the Firm’s policy views in these fora
  • Deliver verbal and written briefings and analyses on complex topics to a wide range of internal stakeholders, including senior management

Candidate Profile

The ideal candidate will have:

  • 8+ years of relevant work experience in government, public policy, law, and/or a multinational corporation
  • Expert knowledge of financial services regulation and public policy context and demonstrated experience with EU regulatory policy issues
  • Exceptional verbal and written communication skills, and ability to effectively engage senior stakeholders in English and at least one European language
  • Ease working across a range of complex issues; ability to learn new topics quickly and move between subjects
  • Demonstrated analytical and independent problem-solving skills, sound judgment and strong collaborative decision-making skills
  • Strong initiative, entrepreneurial spirit and creative thinking
  • Highest level of integrity and professionalism
