Launched in December 2023, the fourth generation National Action Plan on Women, Peace, and Security (NAP WPS) 2023-2033, “represents the Philippines’ renewed commitment to recognizing the dynamic and complex roles played by women of diverse and intersecting identities before, during, and after conflict. These roles encompass active participation as peace agents, leaders, survivors, and vulnerable sectors. Anchored in the insights gleaned from comprehensive national-level evaluations and collaborative multi-stakeholder assessments of the 2017-2022 NAPWPS, the 2023-2033 iteration seeks to build upon past achievements while addressing identified gaps and limitations. It continues to broaden the country’s approach to address the challenges faced by women of diverse and intersecting identities during situations of armed conflict and acknowledges their valuable contributions to peacebuilding.”
Led by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) and the Philippine Commission on Women (PCW), UN Women has accompanied the drafting of the action plan throughout its most critical stages of multi-sectoral consultation through technical and logistical assistance to conduct workshops on contextualization. This support was provided to strengthen the substantive and programmatic content of NAP-WPS to be able to capture and address the issues related to the WPS agenda in the Philippines.
From UN Women’s constructive engagement with the OPAPRU and various stakeholders during the development of the NAPWPS, an emphasis was articulated for the institutionalization of a clear Monitoring and Evaluation framework to enhance the accountability of partners for the successful implementation of the National Action Plan (NAP).
As further expressed in the NAP, the development of a Monitoring, Evaluation, Accountability and Learning (MEAL) Framework and Plan “facilitates the systematic documentation, monitoring, evaluation, and reporting of the NAP's implementation, utilizing evidence-informed tools and mechanisms. This ensures diligent tracking of progress, measurement of impact, and accountability of stakeholders. Regular reporting on the implementation of the NAPWPS enhances transparency and fosters continuous learning and improvement.”
Following the launch of the fourth generation of the NAPWPS, the Philippines, through the lead of the OPAPRU with the support of UN Women, is working towards the development of a Monitoring, Evaluation, Accountability and Learning Framework and Plan. This pivotal phase provides a strategic opportunity to improve and refine MEAL practices, thereby enhancing the overall effectiveness and impact of the NAP.
Towards this goal, UN Women shall engage the expertise and service of one (1) National Consultant to collaborate with one (1) international consultant to support the creation of a Monitoring Framework. This collaboration aligns with the established roadmap developed in conjunction with OPAPRU.
The consultant will undertake the responsibilities outlined below, concentrating on elevating the Philippines' endeavors in NAP monitoring and reinforcing institutions involved in MEAL .
The main objective of the assignment is to support UN Women and OPAPRU in the development of a NAPWPS Monitoring and Evaluation Framework through the conduct and facilitation of several activities.
Under the overall guidance and management of the Programme Specialist, UN Women Philippines, in concurrence with OPAPRU, and in close coordination with the Programme Analyst and country-level M&E Analyst, the National Consultant shall produce the deliverable within the specified target date. The payment will be issued upon acceptance and approval of the following deliverables by the assigned focal.

The deliverables will be reviewed and approved by the NSCWPS, led by OPAPRU, and UN Women. The period of review is one week after receipt. All data collected by the consultant must be submitted to OPAPRU and UN Women and shall be the property of both. Proper storage of data is essential for ensuring confidentiality and should be in line with the UN Women’s Policy on data management and security.
Supervision:
The Consultant will be supervised by the National Project Officer of UNW-PHL Women Peace and Security. All deliverables will be reviewed and endorsed to the Team Lead of UNW-PHL WPS for approval and processing of payments.

Contract period and work location:
The consultant will ideally be based in Metro Manila (official duty station in Philippine Programme Office - Mandaluyong) and will work within the period of April 15, 2024 to November 30, 2024. Upon request of the UN Women team and/ or partners and depending on budget availability, the consultant may travel to project/partners areas or activity venues outside the duty station.
Any travel costs related to travel will be authorized and arranged by UN Women prior to the travel date according to its rules and regulations.
