The Opportunity

Management Sciences for Health (MSH) is seeking a Chief of Party (COP) for the anticipated USAID Malaria Vector Control Activity designed to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

This position is subject to project award and funding.

About your role

Our Chiefs of Party (COP) lead and manage our projects and are accountable for project deliverables and results. They do this by ensuring the values of MSH: Respect, Accountability, Equity, and Impact, are embedded in all project activities. In this regard, they have full accountability and authority for the development, execution, and monitoring of the projects, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other MSH projects.

How will YOU accomplish this?

As the COP you will be expected to provide technical leadership and managerial oversight for and ensure the efficient implementation of the USAID Malaria Vector Control Activity, all project strategies, and activities. You will serve as the central focal point for the United States Government, the Government of Tanzania, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various

other malaria stakeholders in-country fostering an environment of mutual respect and a “can do” attitude. Specific areas of accountability could include:

  • Overseeing the implementation of program activities (which may include a combination of strategic plan development and execution, capacity building, management of information systems, entomological activities, and private sector engagement).
  • Ensuring effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).
  • Promoting the MSH values of creating an equitable and respectful work environment, that fosters a sense of belonging for all. You will ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.
  • Managing and mentoring the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, training, and coaching to encourage our staff in their career development initiatives.
  • Developing and leading a capacity-strengthening plan for transferring vector control knowledge and skills to local institutions and develops important connections for assuring an increased role of local institutions in vector control planning, implementation, and monitoring.
  • Fostering the growth of a data driven environment with a focus on impact. You will be required to develop a measurable technical strategy and execute a project results framework, performance monitoring plan, and a result and learning dissemination plan. These will be supported by annual work plans as per contract/agreement requirements, MSH technical frameworks and standards.
  • Leading the development and production of all deliverables, including annual work plans and project performance reports.
  • Ensuring that all country planning activities, vector control operations, technical compliance measures, and other deliverables are achieved in a timely manner.
  • Nurturing our client and stakeholder relationships is a core focus of the COP position. Your emphasis will be on building and maintaining strong respectful working relations with all internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners.
  • Ensures that lessons learned, and best practices, are documented and shared.
  • Maintains regular communication with the MSH Headquarters team, regarding project updates, issues, and general project management aspects.

QUALIFICATIONS

Specific requirements for this role are:

  • Demonstrated subject-matter expertise in:
  • Malaria programing
  • Entomology knowledge
  • Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
  • A passion for building teams, coaching, and building capacity both internally and externally.

Minimum Qualifications

  • Bachelor’s Degree + Fifteen (15) years of relevant experience, or master’s degree + Twelve (12) years of relevant experience, or PhD + Ten (10) years of relevant experience.
  • Experience working in Tanzania and a deep understanding of the local malaria vector control landscape.

Preferred Qualifications

  • Master’s degree (minimum), or a Doctorate Degree (desirable), in Public Health/Health Administration (or other relevant health specialization) or Business Administration. Candidates with Medical Degrees are also desirable.
  • 15 years of relevant international health experience, including significant experience in malaria prevention and control.
  • At least 5 years of senior project management experience in large international health projects/programs.
  • Demonstrated leadership in management skills and ability to lead and motivate diverse, multidisciplinary, multicultural teams.
  • Experience managing a fast paced, results-oriented, deadline-driven project.
  • Significant ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.
  • Experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into efficiently implemented program activities.
  • Strong ability to communicate and write reports and other professional documents proficiently in English.
  • Proficiency in Swahili.
  • Local candidates preferred.
