Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:

The Survey Specialist will be under the oversight of the AMELA technical team, and the direction of the Livelihood Advancement of Marginalized Populations Evaluation (LAMP) Team Lead. The Survey Specialist will take a key role in designing, overseeing, and analyzing the survey portion of the evaluation This may include phone and in-person interviews and surveys. The estimated level of effort for this position is up to 15 days.

Responsibilities:

  • Assist the LAMP Team Lead as directed to draft design documents.
  • Assist the LAMP Team Lead as directed in the assessment design process, including meetings with relevant stakeholders.
  • Assist the LAMP Team Lead with drafting the survey instruments.
  • Assist with the training of the survey team.
  • Spearhead the evaluation of the survey results.
  • Draft results summaries and participate in evaluation workshops.
  • Assist with drafting and reviewing the assignment report.

Qualifications:

  • Master's degree in the relevant field is required. Ph.D. degree is preferred.
  • Minimum five years of experience conducting quantitative research in a relevant social science field is required.
  • Experience with designing and implementing surveys and quantitative data analysis. 
  • Experience working on evaluations and studies of development projects preferred. 
  • Strong written and oral communications skills in English required.
