The Kaizen Company is seeking applications for a Deputy Chief of Party for Engineering and Capacity Building position under a USAID-funded activity in Jordan. The Enhancing School Management and Planning (ESMP) Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan. 

Position Overview:

The Deputy Chief of Party (DCOP) will oversee a comprehensive suite of initiatives to improve the efficiency, quality, and sustainability of school infrastructure projects. This includes guiding the adoption of improved construction management, facility maintenance, procurement and planning strategies, and the utilization of information technology for enhanced project management.

Key Responsibilities:

  • Lead and integrate efforts across construction management, maintenance, procurement, and planning, and IT to enhance school infrastructure.
  • Coordinate with various stakeholders including the Ministry of Public Works and Housing (MPWH), the Ministry of Education (MOE), and the Government Tender Department (GTD) for technical improvement opportunities.
  • Ensure effective implementation of the Construction Management Information System (CMIS) and develop key performance indicators for project oversight.
  • Drive improvements in school construction and maintenance, utilizing data for informed decision-making and fostering capacity-building programs for government employees.

Qualifications:

  1. Education:
  • Bachelor’s degree in civil engineering or related field (from an accredited institution).
  • Master’s degree in civil engineering or engineering management (preferred).
  1. Experience:
  • Minimum 10 years of construction project management experience.
  • Prior experience working with USAID-funded projects is preferred.
  1. Leadership and Interpersonal Skills:
  • Proven leadership abilities for managing non-construction system and policy improvements.
  • Effective cross-cultural interpersonal skills and deep cultural understanding within Jordan.
  1. Stakeholder Engagement:
  • Experience developing and managing relationships with donors and government/public sector partners.
  • Prior engagement with the Ministry of Education (MOE) or Ministry of Public Works and Housing (MPWH) is preferred.
  1. Change Management and Data-Driven Decision-Making:
  • Leadership of change management activities, incorporating data-driven processes and procedures.
  1. Technical Proficiency:
  • Demonstrated strength in analytical skills and logical thinking.
  • Advanced proficiency in Microsoft, Google Suite, and Smartsheet.
  1. Language and Residency Requirements:
  • Excellent written and verbal communication skills in both Arabic and English.
  • Must be a Jordanian National or resident.
