Org. Setting and Reporting
This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Information Systems Officer reports to the chief of unit. UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving, and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: •Manages and develops improvements for UNITAD’s Evidence Lifecycle Management System and participates as a member of a development team with responsibility for major components of e‑discovery systems. •Develops processes and reporting for, and performs, quality assurance related to evidence-management systems and processes. •Develops evidence-management systems and processes for, and delivers training in Arabic to, host-country government agencies as part of mission capacity building projects. •Develops detailed system and other functional specifications and user documentation for evidence-management systems. •Monitors and maintains Mission’s electronic evidence vault, including backup and disaster recovery systems, to ensure integrity of electronic evidence. •Collects and stores digital evidence and copies digital evidence to e‑discovery staging servers, using forensically defensible processes and tools. •Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. Assists users in acceptance testing. •Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. •Ensures appropriate data security and access controls for evidence-management systems. •Develops training materials, operating and user manuals in both Arabic and English; trains staff in assigned systems. •Develops disaster recovery plans and ensures appropriate planning and training of those responsible. •Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment. •Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. •Facilitates communications between ITSD and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms. •Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. •Provides guidance to, and may supervise, new/junior staff, consultants, etc.
Competencies
Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, social science, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required, such as maintenance of evidence and/or criminal investigation systems and processes. A minimum of two years’ experience developing and managing applications in QuickBase is required. A minimum of two years’ experience with process re-engineering, quality management, or related area, is required. A minimum of two years’ experience developing and managing training programs is required. Experience with law enforcement or criminal investigations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Arabic is desirable. NOTE: ''Fluency'' equals a rating of ''Fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
