JOB SUMMARY:

The Senior Technical Officer, HIV Prevention Care and Treatment provides responsive and high-quality technical leadership, manages technical assistance, and ensures the quality of HIV/AIDS services targeting key populations (MSM, TG, SW, PWUD) under the EpiC Thailand Project.

The Senior Technical Officer will work collaboratively with the key stakeholders to design, implement, and monitor programmatic interventions promoting and delivering the quality of HIV, prevention, PrEP/PEP, Index testing, STIs, emerging infectious diseases, ART care services (including initiation of, retention in and adherence to antiretroviral therapy) across multiple community-based organization, government and private hospital and non-governmental implementing partners and sites/provinces in Thailand.

KEY RESPONSIBILITIES:

Provide technical support for the program implementation of EpiC Thailand outreach and CST activities, which include monitoring community-based HIV/STI testing and index testing services, case management for people living with HIV, and referral to treatment (ARV treatment and regular viral load testing) for EpiC Thailand.

Strengthen HIV service promotion, improve quality, and enhance linkage of key populations to HIV testing, HIV self-test, pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), Chemsex, and treatment services for KPs.

Conduct regular field reviews of service delivery for KPs and provide targeted feedback for quality improvement purposes.

Collaborate with project officers to offer targeted technical assistance, in collaboration with EpiC technical partners, for community-based organizations providing outreach, testing, and/or treatment services for KPs, with the goal of increasing coverage and service uptake among these populations.

Provide technical inputs in terms of developing Social and Behavioral Change Communication strategies for KPs to improve access to HIV services.

Accelerate access to HIV and health services among KPs who use drugs through the scale-up of diverse service models.

Implement integrated health services, including HIV self-testing (HIVST), PrEP service, and Chemsex service in the outreach, counseling, and CST processes across all KPLHS sites.

Represent EpiC Thailand in meetings with donors, stakeholders, and at key regional and international academic and professional forums for Key Populations, including regional technical meetings or consultations and community events such as IDAHOT.

Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of HIV prevention, testing, and treatment strategies and activities targeting KP and to avoid duplication and overlap.

Provide technical review and input for knowledge management products (academic publications, technical briefs, etc.).

Prepare narrative and quantitative reports on HIV services and assigned activities for inclusion in quarterly and annual reporting.

Perform other duties as assigned.

EXPERTISE AND COMPLEXITY:

Capable of working with minimal supervision and managing high-volume workflows effectively.

Culturally sensitive and knowledgeable about political and ethical issues in assigned areas, such as reproductive health, family planning, and HIV infection.

Proficient in HIV/AIDS, harm reduction, public health, international development, and/or social science research, with a strong emphasis on HIV clinical care and treatment.

Skilled in research, report writing, and analysis.

Proficient in written and verbal communication in Thai and English, as well as editing.

Proficient in relevant computer software.

Resourceful in utilizing technology, research skills, and relationship-building across various organizational teams, units, and professional organizations to address problems and implement enhancements.

TYPE AND NATURE OF CONTACTS:

Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact. 

Represent, as assigned, selected EpiC Thailand activities and other organizations including donors, and international and local partners.

Interact with implementing partners, and FHI 360 colleagues working on EpiC Thailand.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Usual office working conditions; ability to travel domestically at least 25%.

QUALIFICATIONS:

Thai nationality.

BS/BA or MS/MA in public health or related field with at least 5 years of relevant experience in international development programs and fieldwork.

Knowledgeable in HIV/AIDS, prevention, PrEP, HIVST, Chemsex, STIs health, public health, international development, and/or social science research, with a strong focus on prevention, care, and treatment.

Understanding and experience in working with key populations.

Proficient in written and verbal communication skills and editing in both Thai and English.

Resourceful through technology, research skills, and relationship building across various organizational teams, units, and professional organizations to resolve problems and initiate enhancements.

Proficiency in Microsoft Office, databases, spreadsheets, analytical software, and other required technologies.

Articulate, professional, and able to communicate clearly and positively with clients and staff.
