Job Description and Requirements

Synopsys is seeking a proactive and agile leader to join its Federal Government Affairs office in Sunnyvale, CA as Sr. Manager, Government Affairs. This exciting and influential role will serve as Synopsys’ strategist and engagement lead for State and Local Government Affairs, including legislative, regulatory and policy objectives and ensure the integration and execution of these objectives to support the State and Local and broader Government Affairs strategy. You will advocate and educate state and local government representatives on matters that are critical to Synopsys, a leader in software and semiconductor technology. You will align with teams and executives across Synopsys including our Chief Strategy Officer; Senior Vice President for A.I., Vice President for Government Affairs; and Executive and Senior Directors for Tax, Sr. Director, Government Affairs, and will be based at Synopsys Headquarters in Sunnyvale, CA.

Desired Outcomes

Success in this role as Sr. Manager, Government Affairs will be measured by the ability to:

Execute Strategy in Support of Business Goals:

  • Shape and implement strategies for achieving goals with relevant Legislative, Administrative, and Agency organizations and officials at the State and Local level by utilizing direct relationships, corporate partners, trade associations and other external resources.
  • Develop support for Synopsys’ business interests by building and advancing bi-partisan relationships with key State and Local policymakers and regulators as well as like-minded members of the industry ecosystem.
  • Anticipate and assess opportunity, change, and potential risks in the legislative, regulatory, public policy and political realms.
  • Effectively tell Synopsys’ story and anticipate issues and/or players who may challenge the narrative.
  • Develop and deliver Synopsys’ responses to pending legislation, regulation and policy with elected officials, regulatory agencies, key policy makers, and trade associations.
  • Recommend company positioning, priorities, internal and external strategy, and tactics as related to legislation, regulation, and policy.
  • Collect and deliver real-time information and intelligence to help the company effectively navigate the dynamic regulatory and competitive landscape.
  • Work collaboratively across Synopsys to create opportunities through the legislative, regulatory, and policy environments.
  • Continue to expand Synopsys’ brand in the public policy and political community to include all appropriate outreach programs, third party groups, and partnerships.

Ideal Experience

  • Proven success as a government affairs professional working with State and/or Local Government on technology issues.
  • Experience advocating for a global technology company, preferably a microelectronics or software company, or industry advocacy roles, such as working with an industry association, is a strong plus.
  • High integrity; reputation for and commitment to ethical conduct.
  • Detailed understanding of the U.S. State and Local governments, especially in California, Oregon, Texas, and Massachusetts.
  • Established bi-partisan relationships and access to key stakeholders in the State and/or Local Government of key states, including policymakers and regulatory bodies relevant to the American technology industry.
  • Demonstrated expertise with the technology industry and relevant issues, such as: microelectronics supply chain, tax, and workforce.
  • Extensive policy and analytical expertise with the ability to drive consensus among a diverse array interests and priorities.
  • Ability to evaluate and distill critical issues and trends to formulate and mobilize strategies both within an organization and among government constituencies.
  • Bachelor’s degree required, preferably in related field; Advanced degree (e.g. JD, MBA, MPA, MPP) preferred.

  • Excellent organization and time-management skills with strong attention to detail. Must have the ability to multi-task and set priorities to meet tight deadlines.

The base salary range across the U.S. for this role is between $168,000.00 - $252,000.00. In addition, this role may be eligible for an annual bonus, equity, and other discretionary bonuses. The actual compensation offered will be based on a number of job-related factors, including location, skills, experience, and education.
