Pay Range

$129,030 – 160,188 Annually for the H19.4 level

$154,830 – 192,252 Annually for the H19.5 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We are looking for a Senior Human Resources Generalist who will provide expertise in a variety of Human Resources tasks including but not limited to recruitment, on-boarding, employee relations, leave of absences, performance management, compensation, benefits, employee engagement, learning and development, HRIS system implementation and administration, legal compliance with applicable state and federal guidelines, and ad hoc projects as necessary.

This position requires an extremely perceptive person who can relate to individuals at all levels within the organization and get tasks completed. Must be able demonstrate a high level of trust, collaboration, confidentiality and good judgement across the human resources organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

You will

  • Use expert knowledge of HR best practices, interpret and apply concepts and techniques; analyze data and prepares final recommendations for organizational senior management decision making
  • Solve problems with little precedent that often cross areas through the development using new approaches and techniques
  • Respond to a variety of sources, providing recommendations for exceptional circumstances that might impact program/ practice/ policy design and impact related areas or systems; advise on the most complex and sensitive issues
  • Lead the development and implementation of new programs and/or policies that impact major portions of the Laboratory
  • Advise organizational senior management of the effect on existing policies and practices.
  • Provide specialized direction for projects and solicit feedback from management regarding strategy and tactics.
  • Mentor team members on diverse topics.
  • Perform other tasks as assigned.

Additional responsibilities, at the H19.5 level

  • Provide strategic guidance, requiring coordination and communication with institutional senior management and external entities, for the direction of the organization.
  • Act as a key strategic decision maker and leader, using creative and independent thinking, in developing new and creative concepts and establishing new organizational policies, procedures, and processes. Contribute to institutional policies, procedures, and processes.
  • Demonstrate originality and creativity in determining strategies and actions to generate solutions in response to diverse, significant, and unique situations for which guidelines, policies, and/or practices do not exist.
  • Act as a project leader on significant programs/projects, with a heavy emphasis on providing work direction, coordinating resources, scheduling and budgeting/cost control activities.
  • Set direction and make decisions regarding the operation of a professional function with institutional impact; may oversee the day-to-day operations of a Laboratory-wide function.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s Degree in a relevant field, or equivalent combination of education and significant related experience.
  • Complete knowledge and understanding of HR policies/practices and principles, advanced regulatory requirements, concepts, standards, processes and systems (including but not limited to human HRMS systems such as PeopleSoft and time/leave systems).
  • Demonstrated experience developing and implementing HR policies and procedures, including employee relations and talent management.
  • Able to work without appreciable direction; exerting significant latitude in determining objectives of assignments.
  • Excellent oral and written communication skills to independently draft effective correspondence and documentation.
  • Demonstrated ability to maintain confidentiality and effectively handle highly sensitive and personal information with sound judgment, tact, and discretion.

Additional qualifications at the H19.5 level

  • Experience planning major projects/programs that have an institutional impact.
  • Broad and extensive specialized and operational knowledge.
  • Extensive knowledge of industry practices.
  • Experience supervising integrated projects and leading business activities.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
