Job Description and Duties

This position is eligible for telework schedule, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required based on the operational needs of California Commission on Asian and Pacific Islander American Affairs (CAPIAA).

This position is Limited Term (12 Months); it may become permanent, be extended, or be cancelled at any time.

Under the direction and supervision of the Executive Director (ED) of the California Commission on Asian and Pacific Islander American Affairs (CAPIAA), Manager of Communications and External Affairs (MCEA) is responsible for planning, implementing, managing, and evaluating the efficacy of all external and communications matters for the commission, including stakeholder engagement and assisting with amplifying CAPIAA's visibility in traditional and social media. This position is responsible for is staffing of commission subcommittees, ie: higher education. MCEA will also conduct and review analytical studies; review and analyze proposed legislation as necessary; oversee the development and execution of the CAPIAA's annual report, and work with external partners.

The California Commission on Asian and Pacific Islander American Affairs (CAPIAA) was established in 2002 and is charged with elevating the political, economic, and social issues of Asian and Pacific Islander Americans (APIA), in the state.

The Commission advises the Governor and the Legislature on how to best respond to views, needs, and concerns of the state's diverse and complex APIA communities. Additionally, the commission provides assistance to policymakers, state agencies, departments, and commissions to develop appropriate responses and programs that meet the needs of APIA communities, including focus on cultural language sensitivity, and hate incident and hate crime prevention measures.

Desirable Qualifications

  • A bachelor’s degree in journalism, Communications, public relations or equivalent work experience with minimum of 4 years
  • Experience developing issue papers and briefing materials, managing visits, and preparing follow-up materials

  • Outstanding interpersonal and public speaking skills to represent the organization with both internal and external audiences. Ability to work effectively in a dedicated, mission and team-oriented office environment
