About The Position

The Information Technology Project Manager reports to the Department’s Chief Information Officer.

Act As Project Manager For Assigned Projects, To Include

The Information Technology Project Manager is responsible for managing the DHHS Information Technology (IT) Project Management Office to oversee and successfully manage various projects simultaneously through implementation.Responsibilities will include acting as Project Manager for assigned IT Projects, managing the IT Requirements Management Process, managing the IT Project Intake Process, and managing the IT Project Management Process.Responsibilities include:

  • Ensure that projects are defined, monitored, and implemented in a structured, consistent manner that promotes predictability and quality of outcomes so that projects are completed on time and within scope and budget.
  • Develop and implement a Project Management Plan for each project that provides appropriate level of detail.
  • Coordinate the activities of various Montgomery County Government groups and vendors that are part of the Project Team.
  • Provide regular reports on the Project Status such as price, schedule and performance parameters for all projects and demonstrate the continual assessment and mitigation of potential risks to project success.
  • Conduct regular project status meetings, publishing meeting minutes.
  • Conduct DHHS Senior Leadership Team, Workgroup and Project Team Briefings.
  • Ensure proper transition to sustainment at the project’s completion.
  • Schedule and run Lessons Learned meetings after project completion. Ensure that recommended changes are included and shared with appropriate stakeholders.
  • Ensure the proper documentation is in maintained for future reference.

Manage the DHHS IT Project Intake process to evaluate new initiatives from DHHS stakeholders, to include:

  • Work with system stakeholders to document high level business and functional requirements necessary to evaluate proposed projects.
  • Conduct gap analysis between identified requirements and requirements of existing DHHS IT or TEBS supported systems. Determine level of effort necessary to have existing systems meet these stakeholder requirements.
  • Conduct market research, when necessary, to identify existing commercial systems that may be suitable solutions.
  • Determine if proposed project aligns with County and DHHS strategic plans.
  • Complete a project intake analysis report that includes results of above and outlines possible solutions, cost estimates and risks associated with each solution.
  • Complete a project intake analysis report that includes results of above and outlines possible solutions, cost estimates and risks associated with each solution for review, approval and prioritization by the Sponsor, Chief Information Officer, and Chief Operating Officer.
  • Track project prioritization decisions on a backlog list.

Manage The DHHS IT Requirements Management Process, To Include

  • Ensure that all DHHS Supported IT Systems have complete requirements document.
  • Standardized the definition and use of business, functional, technical, non-technical and operational requirements.
  • Work with system stakeholders to document all requirements for approved projects and systems.
  • Follow DHHS IT Change and Configuration Management Policies to properly document changes to the system requirement baselines.
  • Maintain DHHS IT Requirements Database and ensure all system requirement baselines are entered and maintained.
  • Identify Requirements Management System Improvements.

Manage The DHHS IT Project Management Process, To Include

  • Establish uniform project management standards, processes, tools, and methods.
  • Develop standard templates, plans, reports and records. Maintain repository of both templates and active/completed project documentation.
  • Support authorized projects and their project managers.
  • Assist in planning and performing required project-level reviews, reports, maintenance, and control of associated records.
  • Consolidate, monitor, and manage project-level information and disseminate as required.
  • Support the training and development of Project Management skills throughout DHHS IT.
  • Manage Project Management Contracts, as necessary.
  • Work with TEBS PMO to align Project Management processes, documents, and systems.

Minimum Qualifications

Experience: Five years of progressively responsible professional experience in the IT Project Management field.

Education: Bachelor’s degree in computer science or a related field from an accredited college or university

Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.

Preferred Criteria

There are no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Master’s Degree: Computer Science, Information Technology, or Project Management.
  • Project Management Professional (PMP) certification.
  • Knowledge of Electronic Health Record and Case Management systems.
  • Prior experience with organizational change management.
  • Experience with government, health and human services programs, organizations, and information system.
  • Experience managing IT Software and Hardware projects.
