Job summary

The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

The Senior Responsible Officer for the Radiological and Nuclear Change Programme sits within the Homeland Security Group and the programme therefore forms part of the wider Home Office Radiological Nuclear Security Portfolio (RNSP). As well as aligning to the wider government Radiological Nuclear (RN) approach, the programme is central to the Border Force 2025 strategy and its primary aim is improved mitigation against the risk of a catastrophic attack using illicit RN material smuggled through the UK Border. To do so we are focusing on improving RN screening by enhancing our border detection capabilities and extending our coverage to all border environments.

Job description

The jobholder will perform a key leadership role within the Programme.

As the Head of the PMO you will define and maintain the required standards for programme and project management across the Programme. You will be responsible for helping to shape and structure the projects, putting in place best practice around programme, project and governance board preparation/secretariat, reporting, benefit, risk and dependency management, project planning and milestone management. 

The jobholder will also provide expert guidance, support and insight relating to the various projects which form part of the Programme and will be the source of all project/programme information and metrics. 

This post is ideally suited to someone who is organised, self-directing and focused and can bring their PPM experience to a role working in a high level, fast paced environment. 

This role will require the post holder to develop a strong understanding of the Radiological Security Portfolio. The successful candidate will have strong stakeholder management skills, self-motivation to work at pace, continually seeking to improve services and an ability to adapt to change. 

Person specification

Role Responsibilities:

  • Ensuring appropriate governance is in place at a programme and project level, monitoring the effectiveness of controls and ensuring that recommendations from external reviews are acted upon.
  • Lead the development and implementation of Programme strategies around risk, planning, benefits, milestones and dependency management. 
  • Lead the drafting and collation of dashboards and highlight reports to senior leaders, heatmaps, business continuity plans and assurance. 
  • Establishment of an effective risk management culture, proactively reporting programme wide risks, issues and dependencies including regular maintenance of the programme RAID, offering support as required to ensure quality risk management across projects.
  • Oversight and assurance of the Programme’s reporting requirements, supporting the delivery of timely returns to the RN Portfolio and Systems and Change SLT. 
  • Management of the secretariat function for Programme board, including coordinating meetings, collation of board papers and agendas, managing actions and taking minutes.
  • Liaise with Resource , Benefit and Finance G7s within the PMO, supporting them to ensure workforce planning and budget controls and reporting are in place. 
  • Acting as a source of project management advice and expertise, and the focal point for programme responses to external requests for information.
  • Build strong relationships with internal and external partners across the RN Change Programme and RN Portfolio. 
  • Managing a PMO Team and support Project Managers with ad-hoc administrative tasks. 

Essential Criteria

You will: 

  • Have proven experience of working in a Programme or PMO environment. 
  • Demonstrate a developed knowledge of portfolio, programme or project management methodologies, tools, and practices
  • Have excellent written and oral communication skills with the ability to deliver information in an accurate, clear, and concise format to a variety of stakeholders at all levels.
  • Possess strong analytical and reasoning skills with the ability to interpret data and model multiple options and recommendations. 
  • Be a confident leader with the ability to see the big picture, motivate staff and deliver under pressure. 
  • Be able to handle/prioritise a large and varied workload, adopt a flexible approach to dealing with challenge. Manage conflicting priorities within tight deadlines. 
  • Have strong organisational skills, being a self-starter, working effectively and remaining professional in a highly pressurised environment

Desirable Criteria

  • Understanding of RN operational activities, and/or policies/processes
  • Hold one of the following qualifications OR provide evidence of extensive experience in:
  • PRINCE2 Practitioner
  • Managing Successful Programmes Practitioner
  • Agile Project Management Practitioner
  • Management of Risk Practitioner
  • APM PMQ 
  • P3O Practitioner
  • Project Leadership Programme
