What We Do

The Investment Division serves as a resource to the Retirement Board in the development of investment policies and practices. In accordance with the annual investment plan, the investment team brings before the Board, new investment opportunities with the objectives of enhancing the structure and diversity of the investment portfolio and sustaining long-term performance. Additionally, the Investment Division’s professional staff analyzes, develops, and recommends asset allocation mixes, manages investment portfolios, and monitors the activities and performance of external investment managers.

Job Description

What We’re Looking For

SFERS seeks an experienced investment professional for the position of Associate Portfolio Manager (“APM”) for its Asset Allocation, Risk Management, and Innovative Solutions team. Reporting directly to the Managing Director, the APM will play a crucial role in providing technical, professional, and administrative support to the Investment Team, CEO/CIO, and Managing Director.

As a key member of the Investment Team, the ideal candidate will demonstrate proficiency in asset allocation, investment knowledge of multiple asset classes, quantitative and qualitative methods for risk management, portfolio optimization, performance analysis, innovative investment strategies, and capital market modeling. Additionally, the successful candidate will possess a detailed understanding of portfolio exposures, factors, solid understanding of the techniques and technologies used to analyze relevant risk and return attributions.

The incumbent may also be responsible for the supervision and development of an Investment Officer.

Specific and essential functions of this position include, but are not limited to:

  • Assist Managing Director in working with Plan’s consultant to review asset allocation, asset-liabilities studies, and capital markets assumptions.
  • Assist with the development and implementation of quantitative models used in asset allocation, risk management, liquidity management, cash flow pacing forecasts, performance analysis, stress testing, derivative exposure management for each asset class and for the portfolio as a whole.
  • Assist asset classes in portfolio review and manager monitoring underwriting, including both proprietary quantitative methods and vendor solutions.
  • Analyze the effects of relevant stress conditions on Plan’s risks and liquidity and design an action plan for each stress scenario.
  • Perform liquidity modeling and planning under both normal and stress conditions.
  • Assist in developing and updating the investment playbook for investable opportunities and reactions to market shocks; assist with fostering a culture that supports disciplined rebalancing and opportunistic risk taking in the face of market dislocation and illiquidity.
  • Research, design, and implement innovative investment strategies that are differentiated from traditional public and private investment.
  • Review and design of Plan’s policies and procedures.
  • Perform related duties as assigned.

Qualifications

Education:

Possession of a baccalaureate degree from an accredited college or university with major coursework in finance, economics, business administration, accounting, statistics, or similar field.

Experience:

Four (4) years of investment experience with an investment management firm, pension plan, university, endowment, foundation, corporation, family office, or consulting firm.

Substitution:

  • Possession of the Chartered Financial Analyst designation, may be substituted for an undergraduate degree in a different field than described above.
  • Possession of a graduate degree in Business Administration, Finance, Statistics, Investment Management, Economics, or similar field.
  • Three years of investment management experience at a position equivalent to an APM or higher with an investment management firm, pension plan, university, endowment, foundation, corporation, family office, consulting firm or other investment institution with at least $1 billion in assets, or seven years of such responsibility at a firm of any size, may substituted for an undergraduate degree in a different field than described above.
