About the opportunity 

MSH is seeking a Director of Monitoring, Evaluation & Learning (MEL Director) for the anticipated 5-year USAID Malaria Vector Control Activity designed to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination. 

This position is subject to project award and funding. 

About the role 

The MEL Director will lead the project’s monitoring, evaluation, and learning functions. S/He will play a critical role in measuring the project’s progress towards intended results, including informing evidence-driven decisions in achieving effective integrated vector control. S/He will lead the implementation of the MEL plan and ensure that colleagues and key stakeholders have access to project data consistently. 

How will you accomplish this?

  • Design and implement the Project’s MEL system, including developing indicators, setting targets, monitoring project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  • Prepare or review M&E guidelines/standards/protocols.
  • Lead the collection, organization, analysis, and presentation of the Tanzania MVCA project data.
  • Provide technical inputs to the operations team to assist in developing program goals and objectives as well as MEL tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction to the project, for enhanced adaptive management and data driven decision making.
  • Conduct monthly routine data quality assessments and develop and monitor an action plan to address the identified data quality issues.
  • Assist in preparing the project for possible external data quality audits to ensure validity, integrity, precision, reliability, and timeliness of all performance data, identifying gaps, and suggesting timely corrective actions.
  • Prepare and ensure timely submission of progress reports and client deliverables.
  • As needed, coordinate with the Entomology team on data collection and analyses.
  • Supervise/mentor other staff in the MEL department.
  • Track and report data on all project indicators, prepare monitoring and evaluation plans, and contribute to MEL workplans, annual reports, and other contractual project documents.
  • Lead the development of quarterly Technical Performance Review presentations in collaboration with the technical team.
  • Identify areas for programmatic improvements and develop recommendations and enhancement solutions based on findings.
  • Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation and design a system for capturing lessons learned and best practices.
  • Lead the development of research protocols and implementation of the research activities.
  • Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

Minimum Qualifications

  • Bachelor’s degree + 5 years of relevant experience, or master's degree + 3 years of relevant experience.

Preferred Qualifications

  • At least 5 years’ experience in Monitoring and Evaluation, Public Health, Community Health, Database or Information Systems Management, or other relevant social science activities with demonstrated experience in designing and implementing monitoring and evaluation activities for complex programs in developing countries.
  • Knowledge of data collection protocols to ensure accurate data collection and verification • An ability to identify data trends and communicate this information to allow for changes in program implementation.
  • Proven track record in managing complex data collection, data management, analysis, and reporting activities.
  • Excellent skills in MS Excel, Word, Power Point and DHIS2.
  • Excellent knowledge and experience working with different software such as WMS, ERP, eLMIS, STATA, SSPS, R etc.
  • Strong analytic and quantitative database management skills, budgeting and report writing.
  • Experience demonstrating leadership, communication, coordination, and critical thinking skills in a high-pressure environment.
  • Operations research experience is desired.
  • Experience leading and building the capacity of MEL officers, including remote, field-based staff, to meet program needs and deliverables is desired.
  • Demonstrated experience with managing MEL on USAID-funded projects; experience with malaria programs is preferred.
  • Experience with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data collection, GIS applications, GPS measurement data collection, and/or Tableau desirable 
  • English and Swahili proficiency. 
  • Local candidate preferred.
