What You’ll Get to Do:

You will work with transportation office of a large-city to provide exemplary pre-award acquisition support. Specifically as it relates to planning, understanding, and documenting the Agency’s competitive evaluation policies and processes.

Using CACI's FedSelect tool, effective communication and people skills, use of civil engineering and pre-award experience, you will provide source selection and related acquisition support. FedSelect is a cost-effective software tool, created by acquisition professionals for acquisition professionals, that standardizes and simplifies the proposal evaluation phase of a source selection.

More About the Role:

As a Procurement Engineer with a background in civil engineering, you will provide assistance to the Architect & Engineering/Construction staff and technical evaluation panel with related pre-award acquisition tasks. Tasks may include:

  • Supporting source selection activities including assisting technical and past performance evaluations;
  • Facilitating/moderating the consensus, and assisting in the preparation of source selection memoranda and decision documents (COIA);
  • Configuring source selection evaluation tool FedSelect and convening the evaluation panel;
  • Applying knowledge of the Federal Government acquisition process and FHWA to support customers in the analysis and improvement of acquisition process policy and procedures;
  • Devising strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation;
  • Using quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution. 

You’ll Bring These Qualifications:

  • Bachelor’s Degree in Business or a related field from an accredited college or university;
  • Two (2) years pre-award acquisition experience to include source selection support;
  • Experience with civil engineering through education, work experience, and/or procurement; and
  • Professional Engineer (PE) license.

These Qualifications Would be Nice to Have:

  • Experience with FedSelect or other source selection evaluation tool; and
  • Experience in direct support of construction and/or Architecture and Engineering (A&E) services procurements.

Pay Range: The proposed salary range for this position is $59,400-$121,800. There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
