Program Description

This position will support The Renforcement de la Lecture Initiale pour Tous (RELIT) program (2021-2026), which is implemented by Senegal’s Ministry of Education (MEN), RTI, Save the Children and Associates in Research and Education for Development (ARED). The objective of the nationwide program is to sustainably improve learning outcomes by aligning USAID’s technical and financial assistance with the Ministry of Education's new bilingual education policy, the Modèle Harmonisé d'Enseignement Bilingue au Sénégal (MOHEBS) and its national reading program, le Programme National de Lecture à l'Elémentaire. RELIT is supporting an updated bilingual instructional approach in 6 national languages that covers listening, speaking, reading and writing as well as French as a second language in Kindergarten (grande section de maternelle), Grade 1 and Grade 2.

The program is led by technical teams of specialists in Dakar and in 9 regions of Senegal, who lead activities that contribute to three main results areas :

1. Strengthen the institutional capacity of national education authorities and their counterparts at regional, district and school levels to guide, support and sustain MOHEBS (Leadership)

2. Offer high-quality, evidence-based and inclusive teaching and learning materials to kindergarten, first and second grade educators and learners (Learning)

3. Mobilize the support of parents, communities and others in playing an active role in ensuring that all children have equitable access to high-quality, inclusive bilingual education (Linkages)

Each of these results areas is led by a technical advisor in close collaboration with government counterparts. These three technical components work with a Monitoring, Evaluation and Learning (MEL) Team to monitor implementation reach and effectiveness and conduct action research to understand what works. The team provides data for decision making, communication and accountability across program components and is building the capacity of the MEN to strengthen their national assessment framework.

Position Description

IED is seeking a Deputy Chief of Party-Technical (DCOP-T) for the RELIT program. The DCOP-T provides oversight and leadership to the three technical advisors and the MEL team, but with a particular focus on the “Learning”, “Linkages” and MEL teams to ensure that the workplan is well designed, efficiently implemented, and that results are appropriately captured and communicated.

This position will report to a Chief of Party and would be based in Dakar from approximately May 2024 to December 2026. 

Position is contingent upon USAID approval.

Responsibilities

  • Manage technical personnel and oversee all technical activities on the Program to improve the reading skills of Senegalese students in kindergarten and the early grades of public primary schools.
  • Ensure that all technical activities conform to the terms and conditions of Program requirements, including design, schedule, and quality parameters.
  • Lead the coordination of technical Program activities among a diverse group of stakeholders and beneficiaries including the Ministry of Education (MEN) through thematic Technical Working Groups.
  • Ensure internal integration of Program technical activities by leading the technical aspect of the annual work planning process; implementing the annual work plan; ensuring alignment of technical activities with monitoring, evaluation, and learning efforts, adapting Program activities as needed; and systematically considering gender and inclusion.
  • Engage effectively with the DCOP–Operations and operations team and across Program offices to support collaboration between technical and operational Program components including planning and budgeting of events.
  • Prepare or quality assure reports and other technical deliverables; provide technical contributions to progress reports.
  • Develop and implement practices to ensure a high level of staff morale and retention.
  • Serve as the stand-in Chief of Party in his/her absence.

Qualifications

  • Master’s degree with 12 years of experience or a bachelor’s degree with 15 years of experience. A degree focused on curriculum, early childhood development, or early grade reading is preferred.
  • At least 10 years of experience in relevant education management, program implementation, monitoring or research leadership experience.
  • Prior experience working on a large-scale USAID-funded education project and a strong knowledge of USAID rules and regulations.
  • Demonstrated expertise in one or more of the following: education program design or monitoring and evaluation; early childhood development; early grade reading; instructional materials development; pre- or in-service teacher professional development; gender or inclusion; education technology; and government capacity building.
  • Demonstrated ability to manage multiple competing demands and deliver impact within agreed timelines.
  • Demonstrated experience and knowledge of capacity development and professional development is preferred.
  • Excellent communication skills and ability (verbal and written) in French and English.
