Organizational Setting and Reporting Relationship

The position of Procurement Officer is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department. You will be based at BRM Office in Dhaka, Bangladesh.

You will report to the Country Director, BRM. You will have a matrix reporting to Procurement, Portfolio, and Financial Management. 

Your Role

As a Procurement Officer, you will oversee the review of procurement-related documents, streamlining of procurement processes; and strengthening of procurement governance at the Resident Mission (RM).

You will:

  • Oversee the procurement activities of ADB’s projects, including strategic procurement planning, procurement capacity assessment of executing agencies, procurement risk assessment, review the entire procurement cycle such as bidding document preparation, bid evaluation, and contract awards for works, goods and consultant recruitment.
  • Assess and monitor the procurement and contract awards and achievements in the monthly and quarterly progress reports.
  • Provide the procurement-related parts of the Project Completion Report.
  • Identify the gap and areas in the procurement where executing agencies need to be strengthened and conduct relevant training.
  • Oversee the coordination of various training workshops/seminars, such as Country Project Implementation and Administration Seminar, Procurement Seminar, Seminar on Consulting Services, and strategic procurement planning seminar. 
  • Participate in loan review mission to review the procurement part.
  • Oversee the coordination of seminars in the host country such as:
  • Country Project Implementation and Administration Seminar,
  • Procurement Seminar,
  • Seminar on Consulting Services, and
  • Take initiative to deal with procurement issues in proactive manner, and contribute the inputs on Aide Memoires, and Back-to-Office Reports.
  • Track procurement related policies and updates by:

o Keep updated on ADB's policies, guidelines and procedures on procurement and use of consultants, disseminating this to RM staff, executing agencies (EAs) and other agencies concerned, and responding to EAs inquiries on matters relating to procurement and use of consultants.

o Keep track of host country's policies, laws, rules and regulations on procurement; and liaising with the Government and agencies concerned and with other donor agencies on procurement matters.

  • Organize internal and external training on procurement.
  • Provide advice and deliver training on procurement and consulting services for ADB staff in the RM; and
  • Assist in capacity building for the EAs and entities involved in procurement in the host country.
  • Perform any other assignments as required and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor's degree preferably in engineering or related discipline, preferably with Master's degree or equivalent.
  • At least 8 years of relevant professional experience in project preparation and administration with substantial experience in procurement and contract management.
  • Familiarity with accepted best practices of procurement and contract management processes. 
  • Sound knowledge of government administrative systems and procedures. 
  • Familiarity with local languages and institutions. 
  • Excellent written and verbal communication skills in English.

Additional Information

This opening is a local staff position. It is open only to nationals and residents of Bangladesh.

This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
