The General Services Department is the agency that holds the responsibility of furnishing essential resources and services that support state government operations in New Mexico. GSD¿s professional staff provides multiple lines of insurance coverage and group health benefits; litigation defense, loss prevention and alternative dispute resolution services; facility planning and design services and construction management; building and landscape maintenance services; vehicle leasing and air transportation services; technical support for agencies in the procurement process; printing and graphic art products; and financial and accounting services. Our customers include state agencies, local public bodies, public schools, institutions of higher education and their employees.

Why does the job exist?

The Employee Relations Specialist will assist with investigating alleged misconduct, drafts fact finding reports, disciplinary notices, internal complaint responses and union grievance responses. In addition, this position will manage requests under the Americans with Disabilities Act (ADA), Family Medical Leave (FMLA), facilitate alternative dispute resolutions, and administer all Workers Compensation claims.

How does it get done?

The Employee Relations Specialist is responsible for:

  • Assist with conduct timely and accurate workplace investigations into allegations of misconduct, including, but not limited to

harassment (including sexual harassment), discrimination, retaliation, insubordination, workplace violence, substance abuse, safety and security violations, and violations of GSD policies or procedures. Assist with preparing the investigative findings and briefing management on those findings.

  • Assist mangers/supervisors with drafting documents related to progressive discipline which letters of counseling and letters of reprimand. Assists managers/supervisors with developing and implementing Performance Development Plans.
  • Track and manage Family Medical Leave paperwork/claims, including disability claims and annual/sick leave donation programs.
  • Conducts training needs assessments to identify training needs and priorities. Provides consultation and training on employee relations and labor relations, loss control, safety, or equal opportunity practices.
  • Assist HR Director with all matters related to labor relations for the Communication Workers of America (CWA); and with facilitating alternative dispute resolutions,
  • Track all Americans with Disabilities Act (ADA) claims.
  • Track and manage worker's compensation paperwork/claims.

Who are the customers?

This position supports all GSD program staff, as well as HR Director.

Ideal Candidate

  • Minimum of two years experience in Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) cases,
  • Well versed in federal and state laws regarding Civil Rights, EEO and Department of Labor enforcement practices;
  • Experience In case assessment and investigations; and
  • Excellent verbal and written skills to effectively communicate with internal and external customers at all organization levels.

Minimum Qualification

Bachelors Degree in any related field and one (1) year of experience related to human resources operations, conducting investigations, documenting findings and disciplinary actions, collective bargaining, or problem resolution. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Drivers License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required.
