ORGANIZATIONAL CONTEXT

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions. 

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the Programme Policy Officer will be responsible for the following duties: 

  1. Within the WFP Programme Support unit, provide inputs to the design of key processes for transfer of funds to beneficiaries, as well as payment of and reconciliation of operational expenses. Participate in regular meetings between WFP and Cooperating Partner counterparts to design and implement cash transfer processes in line with WFP’s broader guidance and standards for cash programming. 
  2. Ensure that the budgets and expenditures of WFP’s Cooperating Partners are entered into WFP Information Systems in a correct and timely manner, in line with corporate guidance for the financial management of partner resources. Maintain detailed internal records, linked to WFP Management Information System records, to facilitate reporting and analysis. Liaise with relevant units within WFP, and advise Management as needed, to ensure common understanding and consistent application of corporate guidance. 
  3. Provide active support in the preparation of partner project budgets in line with WFP Cooperate Rules & Regulations. 
  4. Review expense reports submitted by WFP’s Cooperating Partners for accuracy, completeness, and alignment with the agreed budget. Liaise with other units and WFP’s Partners to address any discrepancies and ensure timely submission of all documentation required for payment to Management and/or relevant units within WFP. 
  5. Participate, on behalf of the WFP Programme unit, in periodic in-person reviews, and spot checks of Cooperating Partner expenses; through active coordination and liaison with compliance officers and partners. 
  6. In line with the PPO_FLA, Monitor and analyze Cooperating Partner consumption of available budget, and prepare reports including charts and tables for Management/activity managers to highlight any trends or potential issues in the pipeline and provide recommendations for moving forward. Prepare ad hoc reports as requested to meet specific information requirements. 
  7. Perform other related duties as required. 

STANDARD MINIMUM QUALIFICATIONS

Education: 

Advanced University degree in International Affairs, Economics, Finance, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses 

Experience: 

Minimum one year of postgraduate experience in humanitarian and/or development projects.

Knowledge and Skills:

  • Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development
