What will you do in this position? 

With the unpredictable conflict unfolding in Ukraine, WFP is providing in-kind food and cash assistance to those who have been negatively affected. While the country situation remains volatile, the information and details of the war is fast evolving. Ukraine operation is also adopting changes quickly to meet the needs on the ground as fast as possible. As a result, accurate and fast reporting continues to be important. Increased volume of information and data need to be collated, organized, processed, and then communicated frequently. The objective of a country-level operational information management team is to ensure timely and coherent information flow both internally and externally.

The geospatial information specialist will report to the country office level Operational Information Management team, collecting, maintaining, analysing, visualizing and connecting operational data with relevant spatial data. The specialist will provide direct geospatial analysis and mapping support to WFP Ukraine’s operations and activities comprising all key units, working closely with GIS focal points in Headquarters (HQ) and Regional Bureau of Middle East, North Africa and Eastern Europe (RBC).

It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

Key responsibilities of the consultant:

  • Act as the GIS focal point for the Ukraine Country Office (CO).
  • Support and maintain the development of both static and dynamic map applications for the CO.
  • Maintain and update databases of operational information and map geo-spatial operational information (access areas per activity, distribution points, warehouses etc.)
  • Update and produce weekly distribution overview summary map, and respond to ad-hoc map generating needs, in accordance to WFP standards
  • Participate in coordination meetings, as necessary
  • Support rapid impact analysis and mapping (both static and dynamic) for WFP Ukraine operations during sudden changes to the frontline and the rest of the country due to the war as needed
  • Liaise with HQ and RBC to support in uploading Ukraine related data, maps and associated materials to the common GIS space and linked to WFP’s operations website (OpWEB) as needed
  • Assist with producing relevant technical documentation, and presentations as needed
  • Undertake support missions to the FOs, as required
  • Support team’s internal and external communication activities
  • Onboard a national GIS officer and a stand-by partner (GIS and Reporting officer)
  • Any other duties as required by the team

Education: Advanced university degree in Geographic Information Systems, Geoinformatics or relevant field or First University Degree with additional years of related work experience and/or coursework/trainings. 

Experience:

At least three (3) years of postgraduate professional experience with increasing levels of responsibility in a geospatial related field. Additional years of experience is an asset.

Solid experience and skills in the following areas is expected:

  • Familiar with WFP’s structure and work, and WFP specific GIS architecture
  • Proven experience in using ArcGIS (desktop and online) for spatial analysis and mapping; experience using QGIS highly desirable
  • Proven experience in spatial data collection and management
  • Experience working in humanitarian context is highly desirable
  • Experience in GIS-related programming (ArcPy or equivalent) to automate regular tasks is desirable
  • Ability to work independently and within a team
  • Courtesy, tact, and ability to work with people of different national and cultural backgrounds
  • Ability to communicate clearly and concisely both orally and in writing

Language: Fluency (Level C) written and spoken in English is essential. Working knowledge (level B) of Ukrainian language is an advantage.
