Facilities Support Project Management Officers (FSPM) are responsible for working in partnership with our customers to provide tailored products and services to satisfy their dynamic needs for facilities at competitive prices. Facilities Support Project Management Officers are responsible for creating safe, secure, functional work environments to support Agency global intelligence. At entry/developmental levels, FSPM Officers work under close guidance and supervision. Officers participate and coordinate the activities of well-defined facilities project(s). At this level, officers participate in project planning, developing Statements of Work and estimates, implementation, monitoring cost, schedules, performance, execution and managing customer expectations, potential risks and quality assurance of all contracted activities related to electrical, mechanical control and monitoring systems. Officers are responsible for one or more facilities project management activities throughout the life of a project. Based on assignment, an officer may lead team members and contractors, travel domestically or overseas and partake in sensitive and high visibility activities to achieve the project objectives and customer requirements or with guidance participate in the management of building support services and property management issues for small to medium size Agency facilities. With guidance, FSPM Officers may participate in procurement activities in coordination with the assigned contracting officer and may perform Contracting Officer Technical Representative (COTR) responsibilities. Officers at this level are expected to perform general administrative duties and are expected to maintain current project management job knowledge and obtain appropriate certifications. FSPM will work with contracted personnel to ensure work orders and preventive maintenance inspections are accomplished, advise Chief of Facilities Operations Division regarding the status of facilities infrastructure (electrical and/or mechanical), manage electrical and/or mechanical appliance program, serve as facilities consultant to deployed facility support officers, field locations and as peer reviewer for renovation and construction projects. FSPM will help develop, coordinate, review electrical and mechanical standards, recapitalization projects, provide construction management oversight and survey as required for electrical infrastructure (service equipment, switchgear, substations, uninterruptible power supply, panelboards, emergency generators, transformers, lighting, electrical circuits, etc.), mechanical infrastructure (chillers, cooling towers, air handling units, fans, compressors, heaters, etc.) and help coordinate all commercial/utility electrical, mechanical services and outages. This position requires a commitment to serve wherever the mission needs are — must commit to traveling overseas, to include hardship locations. You must maintain an ongoing readiness to travel and relocate to meet short and long-term organizational requirements. Minimum requirements include a Bachelor's degree from an accredited university in electrical or mechanical engineering with a focus in facilities management or relevant years of work experience. One year of experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management. Additional Desired Requirements include excellent oral and written communication skills as well as excellent analytical skills. Strong customer service, interpersonal skills, and project management skills. Working knowledge of AutoCAD, MS-Office including Word, Excel and PowerPoint.
