Program Assistant

The Program Assistant position is located in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy, Strategic Planning and Communication Unit and will support the Digital Connectivity and Cybersecurity Partnership (DCCP).

The Program Assistant provides administrative support to CDP Action Officers and the Grants Officer Representative (GOR) in the implementation of DCCP-funded programs that seek to advance U.S. priorities in emerging markets and is aligned with U.S. national security objectives. The DCCP Program Assistant provides administrative and operational support to staff managing the DCCP and programs, monitoring and evaluation support, keeping informed on regional cyberspace, digital freedom and information and telecommunications technology (ICT) trends and demands.

Program Assistant Responsibilities Include: 

Program Support: 

  • Provide administrative and technical support for processing the full cycle of CDP’s foreign assistance awards to include Grants, Cooperative Agreements, Interagency Agreements and Contracts.
  • Develop and maintain relations with key stakeholders within CDP’s Executive Office budget and contracts team and within Acquisitions and Management (AQM) division within the Department of State. 
  • Develop and maintain relations with Grants Officer Representatives (GOR) and Program Officers/Managers within the CDP Bureau. 
  • Provide administrative support for the DCCP operations. 
  • Assist with maintaining official project files of program correspondence, program data, documents and reports related to DCCP operations and programs. 
  • Assist with planning and logistical support for on-site, virtual or hybrid workshops, conferences, speaker preparation, organizational coordination, and event follow-up for DCCP interagency partners and Posts.
  • Prepare materials for the DCCP staff and regional action officer engagements. 
  • Schedule routine and organize interagency partnership meetings and serve as primary notetaker.
  • Scan cables, periodicals, and social media for cyberspace, digital freedom and ICT related events/news of relevance to the DCCP. 
  • Monitor Administration initiatives as they relate to DCCP programming.
  • Maintain understanding of cyberspace, digital freedom and ICT policy priorities and use of foreign assistance
  • Monitoring & Evaluation: 
  • Support DCCP staff with the review of program reporting to ensure deliverables are on schedule.
  • Track DCCP funded and DCCP aligned activities across regions.
  • Assist DCCP staff with maintaining the data visualization platform for program data. 
  • Schedule meetings with interagency and implementing partners, key interlocutors as needed.
  • Attend regional trainings and conferences as appropriate for program support. 

Communications and Administration

  • Adhere to the Grants Management Standard Operating Procedures (SOPs) and Interagency SOPs and other award related SOPs for the DCCP team and provide input as required.
  • Adhere to other Bureau wide and Unit specific SOPs when carrying out duties.
  • Assist in drafting language for inclusion in products such as talking points, ALDACs, BCLs, and tweets. 
  • Draft Daily Activities Reports as needed.
  • Performs other job-related duties as assigned

Program Assistant Experience, Education, Skills, Abilities requested: 

  • Associate’s degree and one year of experience with U.S. foreign assistance programs including basic program and financial management.
  • Background in foreign affairs and/or international relations. 
  • Must pass pre-employment qualifications of Cherokee Federal
