Director of Finance and Administration - USAID/Uganda MEL Activity

This role will be based in Kampala, Uganda.

What Will You Do?

Bixal seeks a Director of Finance and Administration for an anticipated five-year monitoring, evaluation and learning contract for USAID/Uganda.

The Director of Finance and Administration will have primary responsibility for ensuring the integrity of the financial systems; facilitating the internal administrative operations; ensuring compliance with USAID/Uganda programmatic, financial and other reporting requirements.

The Director of Finance and Administration will support the Chief of Party to provide excellence in financial and operational issues for Bixal. The ideal candidate will advise on banking, accounting, logistics, legal matters, importation of materials and human resources.

Important note

This is a full-time proposal position contingent on contract award.

Responsibilities:

  • Monthly cash management, accounting for all costs according to USAID regulations, cash flow projections and budgets.
  • Liaises with the bank and suppliers to improve efficiency of operations. 
  • Manages payroll for the company in Uganda.
  • Manages finance team personnel and oversees all project operations and logistics. 
  • Preparation of the monthly fund request to the Bixal home office.
  • Coordinates proper payments due to consultants, vendors, and subcontractors as applicable; ensures invoices and supporting documentation and required approvals are in place before payment. 
  • Follows the programs Field Office Authority Matrix and Finance Manual. 
  • Provides financial oversight of project expenditures and advises on funding availability for project procurement of goods and services as needed. 
  • Ensures timesheets are complete and vacation and sick days are properly tracked for all staff. 
  • Assists in budget tracking, as requested by supervisor. 
  • Ensures sufficient funds are available in the local bank accounts and provides reconciliations as requested by the supervisor and/or the home office accountant. 
  • Prepares quarterly and yearly financial reports as needed.
  • Maintains all financial records, receipts, and vouchers. 
  • Informs Chief of Party and home office of any financial irregularities 
  • Other financial tasks as requested.

Qualifications:

  • Master’s degree in accounting, business administration or related field.
  • At least 10 years of experience managing, in increasing roles of responsibilities, finance, procurement, contracts management, operations, logistics and/or human resource related matters for international development activities.
  • Demonstrated supervisory experience.
  • Experience working on a USAID-funded program.
  • Familiarity with US Government financial reporting and compliance requirements.
  • Experience in managing donor funded procurements and subcontracts/grants.
