Project Description 

The purpose of the anticipated USAID Sri Lanka Economic Modernization Activity is to enhance Sri Lankan economic competitiveness through an improved business enabling environment, increased small and medium business export competitiveness, and upgraded workforce capacity. Key activity themes may include greater agriculture sector efficiency and competitiveness and inclusive, accessible, and desirable jobs. 

Position Description 

RTI is seeking a Senior Finance and Operations Manager for the anticipated USAID Sri Lanka Economic Modernization Activity. The Senior Finance and Operations Manager will be responsible for overseeing all aspects of financial management, procurement, and operations including systems implementation, budgeting, expenditure tracking, and financial reporting. They will be responsible for ensuring the project’s compliance with both RTI and USAID policies, procedures, rules and regulations. They will lead coordination in the areas stated above with home office, USAID, and partner organizations. 

This position will be based in Colombo, Sri Lanka and report to the Chief of Party (COP). 

Position is contingent upon award and funding. 

Responsibilities

  • Oversight of the project’s management of financial and reporting functions to ensure compliance with the terms of the agreement. 
  • Works closely with COP, technical staff, pertinent RTI home office staff, and appropriate USAID staff (when necessary) to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives and results. 
  • Oversight of finance, human resource management, logistics, procurement, grants, administration, and information technology (IT) support to the project. 
  • Oversee preparation and submission of financial statements and other cost accounting reports to RTI and USAID. 
  • Ensures adherence to RTI and USAID financial and accounting policies and procedures. 
  • Oversees subcontracts and/or grants to local partners. 
  • Coordinates and consolidates the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project. 
  • Provides leadership and support during project start-up and close-out with regard to setting up the project office, bank account, operations and logistics, staff administration, etc. 
  • Ensures appropriate systems and cost effective, timely procedures such as cash management, vendor payments, and budgeting are in place to properly disburse, account, budget and report project funds and have the proper internal controls. 

Qualifications

  • Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience. 
  • At least 8 years of progressively responsible experience in financial and operational management of international-donor-funded projects of similar size and complexity; experience with USAID-funded projects strongly preferred. 
  • Experience managing grants and subcontracts strongly preferred. 

Knowledge, Skills and Abilities 

  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required. 
  • Extensive knowledge of computerized accounting systems, accounting software (particularly QuickBooks), and Microsoft Office. 
  • Excellent organizational and analytical skills. 
  • Proven ability to work under pressure with multiple concurrent demands. 
  • Excellent oral and written communication and interpersonal skills. 
  • Ability to work throughout Sri Lanka. 
  • Fluency in oral and written English. 
  • Fluency in one or more local languages preferred.
