Citi Finance is responsible for the firm’s financial management and related controls. The team comprises disciplines including Treasury, Tax, Controllers and Financial Planning & Analysis, and manages and partners on key Citi initiatives and deliverables, such as our quarterly earnings process and ensuring Citi’s compliance with financial rules and regulations.

In this role, you’re expected to:

  • Responsible for Asset-Liability Committee (ALCO) material, follow ups, minutes and support Chief County Officer (CCO) in driving ALCO agenda, lead meeting discussions, review and approvals. Ensure timely escalation of material issues to Cluster and Regional Treasurers.
  • Prudent management of the Balance Sheet of each Legal Entity and disciplined practices in managing treasury risk exposures. Ensuring adherence to established targets in order to achieve liquidity, Interest Rate Risk, balance sheet and capital return metrics.
  • Leads country-wide liquidity risk policy and standards adherence, establishing analytical insight on sizing balance sheet and liquidity requirements including internal stress testing framework, developing contingency funding plans in conjunction with other stakeholders.
  • Engages in the establishment and monitoring of liquidity, interest rate risk and balance sheet limits and triggers, as well as support reporting integrity of local and corporate regulations. Liaises with businesses to ensure the understanding and the ability to manage those limits in a well-governed and sustainable environment which allows for business growth.
  • Ensure all legal entities adhere to the minimum local capital requirements relevant for the entity based on its (Internal Capital Adequacy Assessment Process) ICAAP, regulatory requirements, or approved risk appetite. Actively drive capital optimization initiatives across legal entities.
  • Responsible for countries’ transfer pricing processes, including review and approval request of for single benchmark yield curves, Liquidity Premium and Betas. Promote consensus and sound decisions on country FTP (Funds Transfer Pricing) / LTP (Liquidity Transfer Pricing) to appropriately reflect business profitability based on true interest rates and liquidity costs of the franchise, and to transfer hedgeable market interest rate risk for centralized management by Markets Treasury. Maintain a standardized, transparent framework in compliance with internal polices and guidelines, with robust oversight and governance measures in place.
  • Substantial interaction with senior management, including local CCO, businesses and potentially Board engagement, as well as Cluster and International Treasury Management. Active engagement with country Risk team on their Liquidity and IRR review and challenge processes.
  • Maintain a strong, proactive, and responsive relationship with global and local regulators, Internal Audit and Compliance.
  • Maintain a comprehensive Country Treasurer Manager’s Control Assessment, which supports controls, governance, and documentation requisite with the highest expectations of our regulators and internal policies.
  • Collaborate with Financial Planning & Analysis, Capital Planning and others to create balance sheet forecasts for Citibank N.A. considering the impact of business activity on capital adequacy, interest rate risk, liquidity and net interest margin.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

As a successful candidate, you’d ideally have the following skills and exposure:

  • Bachelors degree, potentially Masters degree and managerial experience
  • An extensive year of experience within financial services, preferable broad Treasury experience
  • Solid understanding of financial products on a bank's balance sheet, legal entity structure, systems, and businesses
  • Established effective leadership and management skills with ability to build relationships
  • Experience governance, risk and control is desirable
  • Clear concise communication skills, both oral and written
  • Excellent analytical and problem-solving ability
  • Ability to multi-task , work under pressure and handle tight deadlines
  • Experience operating at a senior level with a deep and robust history of meaningful engagements with senior leaders and regulators
  • Organized, diligent and with the ability to arrive to a thoughtful conclusion, whilst navigating through complex considerations
  • Ability to take decisions and/or escalate where appropriate, to deliver results and meet objectives in a defined timeframe
  • Balanced disposition that is conducive to managing situations where conflicts of interest may arise
