Job Description and Duties

RESPONSIBILITIES

  • Research, analyze and provide data analytics and metrics related to child welfare outcomes in the courts to support court participation in the CFSR.
  • Assess needs and priorities for data analytics and metrics drawn from the federal Adoption and Foster Care Analysis and Reporting System (AFCARS), National Child Abuse and Neglect Data System (NCANDS), National Youth in Transition Database (NYTD), and Judicial Council databases.
  • Assist in designing and implementing data collection projects to provide additional required metrics for the CFSR and title IVE audit.
  • Assess needs and priorities for data collection on specific topics related to evaluating court process changes in outcomes for foster youth for advisory committee members and court partners.
  • Collaborate on projects with Office of Court Research, Information Technology Office, and others as needed to assess the analytical needs of the courts and design and provide data analytics to court appointed counsel and the courts.
  • Serve as data analytics liaison to foster care related projects and attend the federal Court Improvement Program (CIP) Constituency Group meetings on Data and Evaluation, Quality Hearing, and Quality Legal Representation.
  • Collaborate with office data analysts and the Data Analytics Unit to maintain data governance procedures, share information on projects, and identify projects with overlapping components.
  • Oversee grant program funding allocation methodology, and data collection plans to support allocations, and data-related outcomes reporting for grant programs.
  • Collect and analyze data for reporting on the annual CIP self-assessment.

OVERVIEW

The Judicial Council of California is accepting applications for the position of Data Analyst (Limited Term) for the Center for Families, Children & the Courts (CFCC), Judicial Resources and Technical Assistances unit.

The Data Analyst position is a regular, full-time, limited term assignment for a duration of no more than 3 years.

The Data Analyst (Limited Term) will provide analytic support to Judicial Council attorneys and other reviewers during the federal Children and Family Services Review (CFSR). The CFSR is an extensive review of California’s child welfare system including the role of juvenile dependency courts. As a member of the Judicial Resources and Technical Assistance (JRTA) grant program, the Data Analyst works to ensure court compliance with state and federal law and prepare courts for federal title IVE audits. In this role, the Data Analyst conducts research, statistical analysis, and complex data linkages for JRTA projects, drawing from various quantitative data sources including multi-year records from title IVE court file reviews, dependency counsel assignments, and state and national child welfare databases. Proficiency in big data analysis, R/Python coding, and Power BI visualization is essential.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

MINIMUM QUALIFICATIONS

Bachelor’s degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.

OR

Two years as an Associate Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.
