PURPOSE OF THE POSITION:

The MD PMO provides leadership and direction to the PMO. This role defines and maintains standards for Project Management and Program Management competencies with CPKC.

This position works tightly with Portfolio Management team and the IS finance team and ensures the right methodology, reporting & metrics, and technology are in place and align with Business Objectives and Information Services accountability for Capital and Operating Expense projects. The PMO ensures corporate governance for projects ensuring proper documentation, financial controls, risk and issue management, stage gate processes, performance and health, change requests, resource management for the PMI practices of project management.

The outcomes are projects managed with a discipline practice, monitored and controlled, with accurate reporting required from operating teams to executive reporting for the organization. 

POSITION ACCOUNTABILITIES:

  • Key responsibilities are to lead the PMO. Ensure the PMO Practice lead is undertaking the priorities to establish standards, manage resource requirements, define portfolio, program and project level documentation requirements and reporting
  • This position ensures the overall governance for the Information Services Capital and Expense projects assigned in the MYP
  • Forecast capabilities and competencies required for the execution of projects. Ensures onboarding and training in tools and methodology are supported. PMO Execution Lead reports to the MD PMO and is accountable for the Program and project Managers execution of projects assigned. The leader of this team will remove barriers and ensures the Program Lead and Project Managers follow the 10 knowledge areas of project management by delivering on what was committed to with the Investment funding requests from the Multi Year Plan
  • The Leader of this group will have a strong understanding of Portfolio, Program, and Project management preferably PMI Certified. This position is responsible to make recommendations for governance and compliance, methodologies, and oversight on performance of all projects and programs for multiple levels of the organization to operate an efficient and effective Project Management office
  • Provide Resource Management for staff Augmentation to deliver to Capital Plan
  • Manage frameworks and standards for delivery methodology
  • Provide steady leadership in the face of uncertainty, change, and aggressive deadlines common to a rapidly growing company with an evolving business model
  • Lead cross-functional meetings and fosters teamwork; drives escalation and resolution of issues
  • Participate in program benefits identification
  • Review program budget variance and scope change requests, and participate in the budget-resolution process with Director IS Finance
  • Address escalations with PMO Directors, as needed
  • Address escalated issues with resource managers and Delivery teams
  • Proactively set performance expectations and help project managers and subordinates
  • Manage expectations of delivery and requirements, yielding consistent results, including recovery of troubled initiatives

POSITION REQUIREMENTS:

  • Must have University degree or MBA
  • Minimum 5 years of experience operating PMO
  • Proven ability to build and lead integrated teams from various internal and external organizations across multiple sites
  • Adept at developing people in their care to harness and develop strengths in pursuit of successful project and program delivery
  • Ability to promote innovative ideas and accept the risks that are required to lead change
  • Ability to achieve broadly communicated objectives with minimal supervision
  • Ability to make decisions independently and to assume higher-level leadership responsibilities in critical situations
  • Proven problem-solving, decision-making, and financial skills
  • Effective consultative and influencing approach
  • Proven ability to enact change quickly
  • Excellent interpersonal and communication skills, and proven ability to work effectively
  • with all organizational levels
